The Dutch As Neutrals. Though the government of the United Provinces, at the beginning of the Anglo-American war, was neutral, with a tendency on the part of the stadtholder to oblige England whenever possible, it could not prevent agents of the American colonies as well as of France from carrying on secret negotiations on Dutch ground. Sir Joseph Yorke, the English ambassador at the Hague, reported, in April, 1776, confidentially to Lord Suffolk that a friend had shown him a letter of very suspicious contents, which had been intercepted at the post-office.1 It was from Abbe Desnoyers, the French charge d'affaires at the Hague, and directed to Count de Vergennes, the foreign minister in Paris, dated April 16. It revealed the fact that a certain person calling himself an Englishman and living in the United Provinces, but not at the Hague, was corresponding with Dr. Benjamin Franklin, then chairman of the committee of secret correspondence in Philadelphia. The United Provinces followed the practice of other countries at that time of having the letters of foreign ministers clandestinely opened at the post-office and copied. In this way the reports of the French as well as of the Prussian minister were copied at the Hague, and also those of the Prussian envoy at the court of St. James, who sent his letters to Berlin by way of the United Provinces. Dull contends, and this belief shapes his account of the French navy as the means by which French diplomacy helped to win American independence. The author discusses the place of long-range naval requirements in the French decision to aid the American colonists, the part played by naval rivalry in the transition from limited aid to full-scale war, and the ways naval considerations affected French wartime diplomacy. This is, to some extent, true also of the influence which European powers exercised upon its development. Little attention, however, has been paid to the important part which the United Provinces of the Netherlands played in the contest. Their aid to the Americans, though mostly clandestine, or indirect, and often based upon selfish principles, was nevertheless remarkably effective. Some Dutch historians, like Colenbrander and Blok, have at some length dealt with the relation of the United Provinces to the young American Commonwealth. They do so, however, when writing the history of their own country, and consequently considered matters entirely from a Dutch point of view. In American no complete account of the assistance given by the Netherlands to the Revolution has been written. It seemed, therefore, desirable to add this missing link.

Book excerpt: This volume in the venerable Papers of Benjamin Franklin covers March 16 through September 12, 1785, Franklin's final days as minister to France and his voyage home This volume covers Franklin's final months as minister to France and his voyage back to America. He received his long-awaited permission from Congress to return home; accepted the king's parting gift of a miniature portrait surrounded by diamonds; settled his accounts; and arranged passage for himself and his two grandsons on a ship bound from England to Philadelphia. Franklin instructed the French government on the culinary uses of maize and wrote a lengthy "eye-witness" account of China that includes directions for making tofu. His last public act in France was signing the Prussian-American Treaty of Commerce, which contained three unprecedented articles: the two he wrote in 1782 guaranteeing protections during wartime for noncombatants, and a third guaranteeing humane treatment for prisoners of war. On the English coast, Franklin met with his Loyalist son William and witnessed William's signing over his American property to his son William Temple Franklin. Aboard the London Packet, Franklin wrote three scientific papers, including the copiously illustrated "Maritime Observations." His original line drawings are reproduced here for the first time. The volume ends with an appendix containing supplementary documents from the French mission.
