In 2005, the Safe, Accountable, Flexible, Efficient Transportation Equity Ac--A Legacy for Users (SAFETEA-LU) reauthorized the program and made changes, such as allocating funds by formula to large and small urban and rural areas through designated recipients, usually transit agencies and states. SAFETEA-LU also required GAO to periodically review the program. This second report under the mandate examines (1) the extent to which FTA has awarded JARC funds for fiscal years 2006 through 2008, and how recipients are using the funds; (2) challenges faced by recipients in implementing the program; and (3) FTA's plans to evaluate the program. For this work, GAO analyzed data and interviewed officials from FTA, nine states, and selected localities.

Book excerpt: " Established in 1998, the JARC program, which was administered by FTA, provided grants to states and localities for improving the mobility of low-income individuals to and from jobs and employment-related activities. In 2005, statute changed JARC into a formula program with dedicated funds apportioned by FTA. Then in 2012, MAP-21 repealed and consolidated the JARC program. However, activities previously funded through the JARC program are still eligible for funding through other programs administered by FTA. The Fixing America's Surface Transportation Act included a provision for GAO to examine the impact of changes that MAP-21 had on public transportation. This report examines: (1) how FTA communicated the 2012 statutory changes to JARC activities to transit providers and (2) whether and how selected states and transit providers have continued to fund and provide JARC activities since the 2012 statutory changes. GAO reviewed FTA program guidance. GAO interviewed FTA officials and 34 selected recipients of JARC funding, including transportation officials and transit providers, from six states (Arizona, Michigan, Mississippi, Oregon, Texas, and Virginia). GAO judgmentally selected these JARC recipients for interviews to represent diverse geographic locations, including large-urban, small-urban, and rural funding"

Three-fourths of welfare recipients live in central cities or rural areas, while two-thirds of new jobs are in the suburbs. Public transportation offers little or no access to many of these jobs. The Job Access and Reverse Commute program authorizes the Department of Transportation (DOT) to provide grants to local agencies, nonprofit groups, transit authorities, and others to improve transportation to employment. This report examines DOT's implementation of the program in fiscal year 2000. GAO found that (1) DOT took steps to improve its process for selecting Job Access proposals for grant awards, (2) almost 90 percent of the fiscal year 1999 Job Access grantees that responded to GAO's survey were satisfied with the goals and intent of the program and, (3) DOT developed an evaluation plan that included specific performance criteria and requested specific information from the grantees for use in evaluating the program.

The collection emphasizes contemporary developments, but also provides historical context on nation-state membership as the fundamental means for accessing rights in an era of expanding temporariness - in recognition of why pathways to permanence remain so compelling. Through empirical and theoretical analysis, contributors explore various dimensions of temporariness, especially as it relates to the legal status of migrants and refugees, to the spread of precarious employment, and to limitations on social rights. While the focus is on Canada, a number of chapters investigate and contrast developments in Canada with those in Europe as well as Australia and the United States. Book excerpt: The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 dramatically altered the nation's system for providing assistance to the poor. Among the many changes, the act replaced the existing entitlement program for poor families (Aid to Families With Dependent Children) with fixed block grants to the states to provide Temporary Assistance for Needy Families (TANF). TANF imposes work requirements on adults and establishes time limits on the receipt of federal assistance. However, for welfare recipients trying to move from welfare to work, a lack of transportation to the places of employment can pose significant barriers. Existing public transportation systems cannot always transport low-income people from their homes to the entry-level jobs they would likely fill. Many of these jobs are located in suburbs beyond the reach of public transportation, or they require shift work in the evenings or on weekends when public transportation is unavailable or limited.
