Book excerpt: In River Life and the Upspring of Nature Naveeda Khan examines the relationship between nature and culture through the study of the everyday existence of chauras, the people who live on the chars (sandbars) within the Jamuna River in Bangladesh. Nature is a primary force at play within this existence as chauras live itinerantly and in flux with the ever-changing river flows; where land is here today and gone tomorrow, the quality of life itself is intertwined with this mutability. Given this centrality of nature to chaura life, Khan contends that we must think of nature not simply as the physical landscape and the plants and animals that live within it but as that which exists within the social and at the level of cognition, the unconscious, intuition, memory, embodiment, and symbolization. By showing how the alluvial flood plains configure chaura life, Khan shows how nature can both give rise to and inhabit social, political, and spiritual forms of life.

At the latest since the postcolonial debate, we know that we need to “test” our assumptions under radically different conditions. This book offers an extended perspective of local self-governance by examining cases from South Asia, Africa, and Latin America, together with a study of militias in the USA. The chapters present a wide variety of local actors who pursue different notions of order legitimized by local traditions based on hierarchy or deeply rooted communalism, Islamic theology, or grassroots democracy. Some local actors claim a state-like authority and challenge the territorial state. In such cases, there is no longer “a shadow hierarchy” but opposition to the state. Different violent actors fight for supremacy, and the state is just one actor among others. The empirical studies presented in this book show how different kinds of local self-governance are combined with varieties of statehood, and thus contribute to an understanding of the notion of governance in a fundamental sense that goes beyond the special case of the OECD world.

Taking a socio-legal approach, it analyses the changing nature of the dowry practice and its relation to women’s increasing paid labour force activity. Despite anti-dowry legislation, it is argued here that the dowry system continues in the form of the appropriation of wives’ income. The work calls for legal recognition of this action and the amendment of the Dowry Prohibition Act 1980 as a result of the changing social realities that are taking place in the lives of Bangladeshi women. An Islamic approach is applied to equality between men and women in addressing and analysing these issues. The book includes international comparisons on gender equality and discusses the role of the Convention on the Elimination of All Forms of Descrimination Against Women (CEDAW), as well as the dowry system in South Asia. Book excerpt: Assets are an important means of coping with adverse events in developing countries but the role of gendered ownership is not yet fully understood. This paper investigates changes in assets owned by the household head, his spouse, or jointly by both of them in response to shocks in rural agricultural households in Bangladesh with the help of detailed household survey panel data. Land is owned mostly by men, who are wealthier than their spouses with respect to almost all types of assets, but relative ownership varies by type of asset. Controlling for unobserved heterogeneity across households and looking at changes within, rather than between, households, we find that weather shocks such as cyclones adversely affect the asset holdings of household heads in general, while predicted external events lead to assets of both spouses being drawn down. The results, furthermore, suggest that jointly owned assets are not sold in response to shocks, either due to these assets being actively protected or due to the difficulty of agreeing on this coping strategy, and that womens asset holdings and associated coping strategies are shaped by their lower involvement in agriculture.

However, these debates have impinged little on cognate literatures, not least those of urban and regional studies which remain almost entirely undisturbed by such issues. This volume aims to open up debates across a range of cognate disciplines. The Illicit and Illegal in Regional and Urban Governance and Development is a multidisciplinary volume that aims to open up these debates, extending them empirically and questioning the dominant discussions of governance and development that have been rooted largely or entirely in the realm of licit and legal actors. The book investigates these issues with reference to a variety of different geographical contexts, including, but not limited to, places traditionally considered to be associated with illegal activities and extensive illicit markets, such as some regions in the so-called Global South. The chapters consider the ways in which these questions deeply affect the daily lives of several cities and regions in some advanced countries. Their comparative perspectives will demonstrate that the illicit and the illegal are an underappreciated structural aspect of current urban and regional governance and development across the globe.
