Many writers have used qualitative methods to relate the performance of political parties in terms of ethnicity and religion. This book questions these assumptions by looking at up-to-date data on the 1999 election and the 2000 population census. The authors, researchers from the Institute of Southeast Asian Studies in Singapore, statistically examine the strength of the impact of religious and ethnic variables relative to those of socio-economic variables (education, per capita income, migration, urbanization, and poverty) on the electoral behaviour of the seven major political parties. Their analysis and findings, together with detailed population profiles in terms of religion, ethnicity and socio-economic conditions at the provincial and district levels, throws light on not only the 1999 election but also the forthcoming 2004 election and beyond.

The main contenders for the presidency—Joko “Jokowi” Widodo and Prabowo Subianto—were the same as when they first clashed in 2014, and the result was the same. Some of the issues raised in 2014 were rehashed in 2019, and the geographical polarization of voters had deepened along the same fault lines. There is a case for arguing that 2019 was a replay of the 2014 elections, hence the title of this book. But “2.0” also signifies progression, since nothing is ever exactly the same. 2019 has seen the intensification of cyber-politics, and the curious outcome where former opponents on the electoral battlefield, as featured on the cover of this book, ended up as colleagues in the same cabinet. This volume provides incisive analyses of the dynamics of the elections from multiple perspectives, from what is new (cyber-politics) to what persists (identity politics), from the constituencies that cut across national demographics to the regions and their peculiarities. The better-known islands include Batam, the province’s economic motor; Bintan, the area’s cultural heartland and site of the provincial capital, Tanjungpinang; and Karimun, a ship-building hub strategically located near the Straits of Malacca. Leveraging on its proximity to Singapore, the Riau Islands—and particularly Batam—has been a key part of Indonesia’s strategy to develop its manufacturing sector since the 1990s. In addition to generating a large number of formal sector jobs and earning foreign exchange, this reorientation opened the way for a number of far-reaching political and social developments. Key among them has been: large-scale migration from other parts of the country; the secession of the Riau Islands from the larger Riau Province; and the creation of a new provincial government. Building on earlier work by the ISEAS – Yusof Ishak Institute on the SIJORI Cross-Border Region, spanning Singapore, the Malaysian state of Johor, and the Riau Islands, and a second volume looking specifically at Johor, the third volume in this series explores the key challenges facing this fledgling Indonesian province.

Co-published with the University of Airlangga Press, it confronts the question as to why incumbent political leaders succeed and fail in their bid for re-election. By focusing on urban and rural districts in East Java, one of the most populated regions in Indonesia, the work unpacks the general trends of local Indonesian politics, drawing from an empirically sound and theoretically well-grounded case study. The author demonstrates that good policy performance does not guarantee the political survival of the incumbent, and reversibly, bad policy performance does not necessarily mean losing political power. It considers the core political strategies of populism, rivalry, and tangibility and cautions that—rather than helping liberal democracy to grow—these strategies support patronage-driven democracy. Within this system, a small number of vital protectors and defenders control patronage, and, problematically, exert influential control over the country’s electoral processes. Relevant to scholars and students in Indonesian studies, and within political science and Asian studies more broadly, this book follows a gripping and nuanced narrative that explains the relationship between policy choices, informal politics, voting behavior, and political survival in Indonesia.
