Book excerpt: Gadjeva uses Kyoto as a case study to explore the innovative mechanisms being used to promote Japanese culture and cultural properties since the outbreak of COVID-19. Beginning by setting out the main initiatives and actors involved in preserving, introducing, and utilizing Kyoto’s cultural heritage, Gadjeva proceeds to discuss alternative approaches using digital technologies. These tools include remote access virtual reality, augmented reality, augmented virtuality, and mixed reality. She looks at how such approaches have been applied to Kyoto’s digital museums, real-time online experiences, and other virtual projects presenting tangible, intangible, and folk heritage. In doing so she draws on a wide range of interviews with experts from the Japan Foundation, the Kyoto Art Center, and other related institutions to investigate the limitations and possible strategies for further development of these practices. She also interviews scholars, government officials, and experts from Europe about the prospects for further remote online experiences, applied both specifically to Kyoto and more broadly to cultural tourism. Based on the findings, the book discusses particular future challenges and suggests specific policies and project proposals for further remote online experiences of Kyoto’s cultural properties. A valuable read for professionals and scholars of cultural and tourism studies, that will be of particular interest to those specializing in Japan.

Amidst the boom in global interest in Japanese popular culture, the utilization of popular culture to induce tourism domestically and internationally has been central to the "Cool Japan" strategy and, since 2005, government policy for local community revitalization. This book presents four main case studies of contents tourism: the phenomenon of "anime pilgrimage" to sites appearing in animated film; the travel behaviours and "pop-spiritualism" of female history fans to heritage sites; the collaboration between local community, fans and copyright holders that underpinned an anime-induced tourism boom in a small town north of Tokyo; and the large-scale economic impacts of tourism induced by NHK’s annual samurai period drama (Taiga Drama). It is the first major collection of articles published in English about media-induced tourism in Japan using the "contents tourism" approach. Based on the results of a cross-case analysis, this study reveals the possibilities for international students in Japan of creating social capital in the short term in culturally and socially diverse groups. While a conventional approach sees universities as the main support providers, this research shows the role of local CSOs as alternative actors offering international student support. Unlike the long-standing paradigm viewing Japanese civil society as top-down and closely following the government, this book uncovers many decentralized and bottom-up organizational types. Furthermore, it highlights an active part taken by foreign staff and volunteers in Japanese CSOs, which challenges the guest–host dichotomy of the previous literature. Presenting a reconsidered insight into the role of international students and their interaction with CSOs in community building, this book will appeal to students and scholars of Asian studies and migration studies as well as organizers of CSOs and faculty of international higher education institutions.

The Japanese government has claimed it is doubling its defense spending and has announced a plan to equip itself with the capability to “counterattack” enemy bases overseas, a departure from the nation’s postwar consensus. Shedding new light on Japan’s pacifism and Hiroshima’s role in it, Yuasa investigates the events of postwar Japan and how it catalyzed a range of challenges to public sentiment. Japan’s Constitution stipulates the renunciation of war and forbids using force to settle international disputes. This radical shift has been led by Fumio Kishida, the prime minister, whose constituency is Hiroshima, the atomic-bombed city symbolizing Japan’s postwar pacifism. This book is about Hiroshima’s local nuclear politics and popular consciousness about pacifism. Based on published and unpublished local documents and participant observation, it describes how postwar global and national power has formulated local politics and discusses the impact of local struggles on national and global politics. The key concept is “imaginary”. Institutionalized imaginary effectively channels people’s suppressed desires and emotions into coordinated action in the society. The current political crossroad of Hiroshima and Japan is interpreted as a terrain constructed over the last half century by three paradoxically coexisting and competing pacifist imaginaries, namely constitutional, anti-nuclear, and nuclear pacifism. They were, however, significantly destabilized by the Fukushima nuclear disaster and a newly invented “proactive pacifism”. This book is an essential reading for scholars and students interested in Japanese postwar history and nuclear issues in general.

Book excerpt: This book explores the origins of Japan’s protectionist agricultural policies through an in-depth historical analysis of Japanese agricultural policies between the Meiji period and the end of WWII. It offers a constructivist account for the rise of protectionism, examining the policies of prewar agricultural bureaucrats who played critical roles in the policymaking process. It argues that protectionist agricultural policy in Japan was not originally generated by the "iron triangle" (a political alliance consisted of the Liberal Democratic Party, the Agricultural Ministry, and farmers’ organizations) but by a prewar agricultural bureaucrats’ policy idea called shōnō ron (thoughts on small-scale farming). Ultimately the book reveals how, contrary to suggestions of previous scholarship, the protective measures based on shōnō ron forged the necessary conditions for the emergence of "iron triangle" after the end of WWII, which in turn institutionalized Japan’s subsequent protectionist agricultural regime. Examining such topics as the origin of protectionist policy, the formation of actors’ preferences, and the broader effects of agricultural policy ideas, this book will be a valuable reading for scholars and students of Japanese politics, agricultural policy, and political economy.

With a strong consciousness of gender and socio-historic contexts, contributors to the book adopt an intercultural and interdisciplinary approach to examine the writing of authors whose works break free from the confines of hegemonic Japanese literary endeavour. By demonstrating how the texts analysed step outside the space of ‘Japan’, they accordingly foreground the volatility of textual expression related to that space. The authors discussed include Takahashi Mutsuo and Nagai Kafū, both of whom take literary inspiration from geographical sites outside Japan. Several chapters examine the work of exemplary border-crossing poet, novelist and essayist, Itō Hiromi. There are discussions of the work of Tawada Yōko whose ability to publish in German and Japanese marks her also as a representative writer of border-crossing texts. Two chapters address works by Murakami Haruki who, although clearly affiliating with western cultural form, is rarely discussed in specific border-crossing terms. The chapter on Ainu narratives invokes topics such as translation, indigeneity and myth, while an analysis of Japanese prisoner-of-war narratives notes the language and border-crossing nexus. A vital collection for scholars and students of Japanese literature.

This book grew out of Yvonne Spielmann's 2005–2006 and 2009 visits to Japan, where she explored the technological and aesthetic origins of Japanese new-media art—which was known for pioneering interactive and virtual media applications in the 1990s. Spielmann discovered an essential hybridity in Japan's media culture: an internal hybridity, a mixture of digital-analog connections together with a non-Western development of modernity separate from but not immune to Western media aesthetics; and external hybridity, produced by the international, transcultural travel of aesthetic concepts. Spielmann describes the innovative technology context in Japan, in which developers, engineers, and artists collaborate, and traces the Japanese fondness for precision and functionality to the poetics of unobtrusiveness and detail. She examines work by artists including Masaki Fujihata, whose art is both formally and thematically hybrid; Seiko Mikami and Sota Ichikawa, who build special devices for a new sense of human-machine interaction; Toshio Iwai, who connects traditional media forms with computing; and Tatsuo Miyajima, who anchors his LED artwork in Buddhist philosophy. Spielmann views hybridity as a positive aesthetic value—perhaps the defining aesthetic of a global culture. Hybridity offers a conceptual approach for considering the ambivalent linkages of contradictory elements; its dynamic and fluid characteristics are neither conclusive nor categorical but are meant to stimulate fusions.

The recent spread of digital initiatives in foreign ministries is often argued to be nothing less than a revolution in the practice of diplomacy. In some respects this revolution is long overdue. Digital technology has changed the ways firms conduct business, individuals conduct social relations, and states conduct governance internally, but states are only just realizing its potential to change the ways all aspects of interstate interactions are conducted. In particular, the adoption of digital diplomacy (i.e., the use of social media for diplomatic purposes) has been implicated in changing practices of how diplomats engage in information management, public diplomacy, strategy planning, international negotiations or even crisis management. Despite these significant changes and the promise that digital diplomacy offers, little is known, from an analytical perspective, about how digital diplomacy works. This volume, the first of its kind, brings together established scholars and experienced policy-makers to bridge this analytical gap. The objective of the book is to theorize what digital diplomacy is, assess its relationship to traditional forms of diplomacy, examine the latent power dynamics inherent in digital diplomacy, and assess the conditions under which digital diplomacy informs, regulates, or constrains foreign policy. Organized around a common theme of investigating digital diplomacy as a form of change management in the international system, it combines diverse theoretical, empirical, and policy-oriented chapters centered on international change.
