A conceptual-study mode of economic diplomacy is combined with applied analysis of Japan’s economic diplomacy practice. The two approaches reinforce one another, yielding a conceptualization of economic diplomacy that is grounded in practical insights. A comprehensive approach A core argument in the book is that economic diplomacy, strategically, affirms that economic/commercial interests and political interests reinforce one another and should thus be seen in tandem. This contrasts with the predominant approach in the transatlantic world, which attaches relatively greater importance to the military–economic linkage in the quest for influence. The case of Japan Japan has employed economic diplomacy as a central instrument of its foreign policy and quest for national security since the post-war period. The reconfiguration of regional and global power that started in the 1990s encouraged the Japanese government, in coordination and cooperation with the private sector, to reassess its economic diplomacy policy. Power shifts Economic Diplomacy: Japan and the Balance of National Interests illuminates the debates underlying these shifts, the various ways by which Japan’s reinvention of its economic diplomacy is implemented, and the consequences for Japanese foreign policy at large. Practical relevance The critical insights offered by the examination of Japan are pertinent for Western countries, as well as for other East Asian nations. Book excerpt: This book explains compellingly that, despite common belief, in the early modern period, the intra-East Asian commercial network still functioned sustainably, and within that network, the Sino-Japanese trade can be seen as the most significant part which not only connected the Chinese and Japanese domestic markets but also was linked to the global economy. It is commonly thought that East Asian countries like China and Japan maintained a stance of so-called national isolation during the period from the seventeenth century to the middle of the nineteenth century. It is true that diplomatic relations between Qing China and Tokugawa Japan could have not been established for reasons such as guarantees of security; however, every year merchants in junks voyaged to Nagasaki and carried out transactions with Japanese merchants or business agents. How this kind of trade relation was maintained stably without any diplomatic guarantees and in which way the governments of the two sides edged into the trade and accommodated the trade conflicts and institutional frictions are essential but seldom-emphasized topics. This book aims to shed light on these issues and thereby examine the character of the unique trade order in early modern East Asia as well, by analyzing a large quantity of the seldom-used and unpublished Chinese and Japanese primary and secondary sources.

While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan’s bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan’s external policy and relations. In an independent chapter, this work sets up integrative theoretical frameworks for empirical analyses by relying on key concepts drawn from the three international relations theories of realism, liberalism and constructivism. Going forward, research in this book also explores the development of key regional affairs. Book excerpt: The question of how to maintain the continuity of diplomacy while developing democracy without military intervention is an old and new issue. The challenge can be described as a dilemma between democracy and diplomatic coherence. This dilemma is not unique to the twenty-first century; it has been a constant challenge to the development of democracy. In non-Western countries, democratisation originated in the nineteenth century and has had many successes and failures. After the Russo-Japanese War, political parties began to take power in Japan. The best embodiment of diplomacy in Japan’s emerging democracy—the development of parliamentary democracy and mass-based democracy—is Shidehara Kijūrō (1872–1951), who served as foreign minister from 1924 to 1927 and from 1929 to 1931, and was prime minister from 1945 to 1946. As a diplomat from the Ministry of Foreign Affairs, Shidehara had long grappled with the issue of how to ensure diplomatic coherence in modern Japan, which was becoming increasingly democratic. Although Shidehara succeeded to some extent in promoting diplomacy in cooperation with the US and the UK under party politics, the rise of the military after the Manchurian Incident forced him to retire for a period. However, after the Pacific War, Shidehara became prime minister of the US-occupied Japan and attempted to restore cooperative diplomacy under party politics. Shidehara came to the conclusion that the way to achieve both democracy and diplomatic coherence was through nonpartisan diplomacy towards peace. This book examines the tension between diplomacy and democracy, focusing on Shidehara’s life and exploring modern Japan’s footsteps. Shidehara was undoubtedly one of Japan’s most important diplomatic figures.

Book excerpt: Ryan evaluates the nature and effectiveness of U.S. trade diplomacy with Japan, Korea, Taiwan, and China in the 1970s and 1980s by examining the diplomatic strategies used by the U.S. Trade Representative to enforce Section 301 of the 1974 Trade Act, which was designed to protect free trade and competition through investigations, negotiations, and sanctions. Ryan shows the different trade diplomacy tactics the East Asian governments pursued during dispute settlement negotiations with the USTR. The study also evaluates the fit between the East Asian political economies and the rules and principles of the General Agreement on Trade and Tariffs (GATT) regime. It explores the capabilities of the multilateral and minilateral regional institutions of trade dispute in the Pacific to settle emerging trade disputes. In the debate over rule-based or power-based diplomacy, Ryan concludes that U.S. trade diplomacy was most successful when it was rule-based, and that it gained significant compliance with GATT and other fair trade agreements. Ryan interviewed many of the key trade negotiators in Tokyo, Seoul, Taipei, Beijing, and Washington. His analysis is based on the largest, most systematic, market sector-specific data set yet presented on U.S. export trade dispute settlement in the Pacific. It studies the structure of state power, the structures of international business competition in manufacturing, agriculture, and services, the international and regional institutions of trade diplomacy, and the national governmental institutions of trade diplomacy in the Pacific.
