Japan’s surrender did not mean that the Japanese and former imperial subjects would immediately disavow imperial ideology. The end of the Japanese empire unleashed unprecedented destruction and violence on the periphery. Lives were destroyed; names of cities altered; collaborationist regimes—which for over a decade dominated vast populations—melted into the air as policeman, bureaucrats, soldiers, and technocrats offered their services as nationalists, revolutionaries or communists. Power did not simply change hands swiftly and smoothly. In the chaos of the new order, legal anarchy, revenge, ethnic displacement, and nationalist resentments stalked the postcolonial lands of northeast Asia, intensifying bloody civil wars in societies radicalized by total war, militarization, and mass mobilization. Kushner and Levidis’s volume follows these processes as imperial violence reordered demographics and borders, and involved massive political, economic, and social dislocation as well as stubborn continuities. From the hunt for “traitors” in Korea and China to the brutal suppression of the Taiwanese by the Chinese Nationalist government in the long-forgotten February 28 Incident, the research shows how the empire’s end acted as a catalyst for renewed attempts at state-building. Book excerpt: The central puzzle in the study of Japanese foreign policy has been why Japan has continued to play a passive role in international affairs, despite its impressive economic and political power. Challenging this central puzzle, the core argument of this study is to present an alternative path for the study of Japanese foreign policy. In fact, in recent years Japanese foreign policy has become less dependent on the United States, more strategic towards Asia, and more energetic towards international and regional institutions. One of the main features is multilateralism in Japanese foreign policy, as shown by Japan’s active participation in the regional institutions. In pursuing multilateralism, Japan cooperated closely with the only durable regional body in Southeast Asia, to wit, the Association of Southeast Asian Nations (ASEAN). Given the fact that East Asian regionalism has been driven by ASEAN, it is of utmost urgency to investigate the emerging partnership between Japan and ASEAN. The central thesis of this study is thus to put Japan’s ASEAN policy into a proper perspective by asserting that Japan’s new policy initiatives towards ASEAN are not reactive, nor are they exceptions in a broader framework of merely reactive foreign policy.

Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. Arguing against the notion that Japan cannot work with China as long as the US-Japan alliance is in place, the book suggests that Tokyo could forge constructive relations with Beijing by engaging China in joint projects in and outside of the Asia-Pacific in issue areas such as infrastructure development or in the provision of international public goods. It also submits that an improvement in Japan-China relations would enhance rather than detract Japan-US relations and that Tokyo will find that her new found autonomy in the US-Japan alliance would not only accord her more political respect and strategic latitude, but also allow her to ameliorate the excesses of American foreign policy adventurism, paving for her to become a truly normal great power.
