Book excerpt: Japan is one of the United States' most important allies, yet relations between the two risk degenerating into serious conflicts over trade and other issues. This book outlines a new vision for U.S.-Japan relations that enables both countries to cooperate to achieve their mutual interests, while minimizing the conflicts that will inevitably arise between them. The new U.S.-Japan strategy must incorporate four critical elements. First, the strategy must be based upon a clear conception of U.S. national interest but be implemented in ways that capitalize on the mutual interests of both countries. Second, the strategy must integrate economic and security interests, which the United States decoupled during the cold war era. Third, a new U.S. strategy toward Japan must have an institutional expression, both domestically and internationally, if it is to be viable over the long term. Advancing current role theory scholarship in International Relations, the contributors take as their starting point the question of how international actors are responding to the reordering of the global system. They reflect on the rise of new actors and the reemergence of old rivalries, the decline of established norms, and the unleashing of internal political forces such as nationalism and parochialism. They argue that changes in the international system can impact how states define their roles and act as a variable in both domestic and international role contestations. Further, they examine the redefinition of roles of countries and the international organizations that have been central to the US and western dominated world order, including major powers in the world (the US, Russia, China, Britain etc.) as well as the European Union, NATO, and ASEAN. By looking at international organizations, this text moves beyond the traditional subjects of role theory in the study of international relations, to examine how roles are contested in non-state actors. National Role Conceptions in a New Millennium is the first attempt to delve into the individual motivations of states to seek role transition. As such, it is ideal for those teaching and studying both theory and method in international relations and foreign policy analysis.

Within these interests this thesis analyzes both shared benefits and areas of conflict. A number of issues are addressed. The national interests are defined. The factors that influence the formulation of the national interests are suggested. The benefits or interests for each country are examined by the three major dimensions, namely the political, economic, and military aspects. The United States has a major stake in Japan: retaining support for U.S. policy, maintaining an economic partner, and continuing a forward deployment strategy. Japan's stake in the U.S. includes: support for Japan's policy, a trading partner, and security assistance. Even though both nations have common national interests, there are also issues, which create frictions: the legacy of the Pacific War, racial differences, trade issues, and the changing world order. In this context, both nations will exert efforts to maximize their own national interests. In this process, cooperation or conflict may emerge. The U.S.-Japan relationship will have an impact on these various dimensions. Thus, a close analysis of the relationship is significant in national security studies.
