Book excerpt: Why is the U.S.-Japan relationship important? This research question is the starting point of the thesis. In relations between nations, national interests play a key role. Within these interests this thesis analyzes both shared benefits and areas of conflict. A number of issues are addressed. The national interests are defined. The factors that influence the formulation of the national interests are suggested. The benefits or interests for each country are examined by the three major dimensions, namely the political, economic, and military aspects. The United States has a major stake in Japan: retaining support for U.S. policy, maintaining an economic partner, and continuing a forward deployment strategy. Japan's stake in the U.S. includes: support for Japan's policy, a trading partner, and security assistance. Even though both nations have common national interests, there are also issues, which create frictions: the legacy of the Pacific War, racial differences, trade issues, and the changing world order. In this context, both nations will exert efforts to maximize their own national interests. In this process, cooperation or conflict may emerge. The U.S.-Japan relationship will have an impact on these various dimensions. Thus, a close analysis of the relationship is significant in national security studies.

Book excerpt: During the ugly dispute from October 2009 to May 2010 between the United States and Japan over the relocation of a US base within Japanese territory, two things became clear. First, Japan's new ruling party, the Democratic Party of Japan (DPJ) was a very different breed than the more conservative Liberal Democratic Party (LDP) with which the Americans were used to dealing. Second, this difference was not fully appreciated by American policymakers until shortly before the August 2009 election that swept the LDP from power. With Japanese politics more fluid than in previous years, there is a need to develop better frameworks for understanding Japanese thought on foreign policy, even among non-mainstream groups. This thesis attempts to do so in a way that may shed light on similar debates elsewhere. The framework presented here is derived from notions at the core of mainstream international relations theories. It determines three tensions in foreign policy debates which can be used to define six 'positions on the national interest' - that is, six irreconcilable views on what is 'good' for a particular state in its international affairs. While these six positions are assumed to be present across all modern states, debate and competition between proponents of the different positions within states accounts for varying foreign policies and, in certain circumstances, national identity. While the fundamental underlying foreign policy tensions are static, they are also infused with particular meaning in each state. Within Japan's foreign policy discourse, security arrangements with the United States, restrictions on the use of force and interpretations of war reflect the foreign policy tensions which undergird debates on the national interest and, thus, the formation of policy. For historical reasons, these tensions are particularly acute in Japan, which makes the country an archetypical case for the framework. It is also something of a hard case: recent scholarship on Japan's foreign policy assumes that structural shifts in the international system are important in explaining recent Japanese state behaviour. However, the assumptions of this model cast doubt on even the existence of an international system, let alone Japan's response to changes within it.

The case of Japan Japan has employed economic diplomacy as a central instrument of its foreign policy and quest for national security since the post-war period. The reconfiguration of regional and global power that started in the 1990s encouraged the Japanese government, in coordination and cooperation with the private sector, to reassess its economic diplomacy policy. Power shifts Economic Diplomacy: Japan and the Balance of National Interests illuminates the debates underlying these shifts, the various ways by which Japan’s reinvention of its economic diplomacy is implemented, and the consequences for Japanese foreign policy at large. Book excerpt: Although the term national interest has long been used in reference to the foreign policy goals of nations, there has been no generally agreed upon definition of the concept; as a result, Donald E. Nuechterlein contends, there has been a tendency for foreign policy to be determined by institutional prejudice and past policy rather than by a systematic assessment of national interests. By what criterion does a President decide that a given interest is or is not vital-that is, whether he must contemplate defending it by force if other measures fail? In this study Nuechterlein offers a new conceptual framework for the analysis of foreign policy decisions; resting on more precise definitions and distinguishing among the degrees of interest that the United States perceives in the range of foreign policy issues it faces. He also deals with the constitutional problem of checks and balances between the Presidency and Congress in setting the goals of foreign policy, and the influence of private interest groups and the media on the definition of national interest. Underlining the need for constant reassessment of priorities in a rapidly changing international environment, Nuechterlein illustrates his analysis by drawing on the American experience in foreign affairs since World War II. A case study of the American involvement in Southeast Asia describes how six presidents, beginning with Franklin Roosevelt, viewed United States interests there and the conclusions each drew in terms of policy tools to defend those interests in Vietnam. Finally, he assesses what the future vital interests of the United States are likely to be in light of the shifting balance of world power, and the growing importance of international economics.
