Under the Kantei-centred policymaking system, Shinzō Abe has implemented assertive foreign policies with a slogan of ‘diplomacy taking a panoramic perspective of the world’. The analyses in the book cover the traditional and emerging fields of national security and international political economy. While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan’s bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan’s external policy and relations. In an independent chapter, this work sets up integrative theoretical frameworks for empirical analyses by relying on key concepts drawn from the three international relations theories of realism, liberalism and constructivism. It also takes into account the possible influence of ideational factors such as norms, principles, and rules on the development of regional cooperation.

Book excerpt: "Soon after overthrowing the Tokugawa government in 1868, the new Meiji leaders devised ambitious plans to build a modern nation-state. Among the earliest and most radical of the Meiji reforms was a plan for a centralized, compulsory educational system modeled after those in Europe and America. Meiji leaders hoped that schools would curb mounting social disorder and mobilize the Japanese people against the threat of Western imperialism. The sweeping tone of this revolutionary plan obscured the fact that the Japanese were already quite literate and had clear ideas about what a school should be. In the century preceding the Meiji restoration, commoners throughout Japan had established 50,000 schools with almost no guidance or support from the government. Consequently, the Ministry of Education’s new code of 1872 met with resistance, as local officials, teachers, and citizens sought compromises and pursued alternative educational visions. Their efforts ultimately led to the growth and consolidation of a new educational system, one with the imprint of local demands and expectations. This book traces the unfolding of this process in Nagano prefecture and explores how local people negotiated the formation of the new order in their own communities. "

Since the end of the Cold War and the breakup of the Soviet Union, regional dynamics increasingly shape international and national developments. This volume places Japan's role in Asian regionalism in a broader comparative perspective with European regionalism and the role Germany plays. It assesses the competitive logics of continental and coastal primacy in China. In starkest form, the question addressed is whether Chinese or Japanese domination of the Asian region is more likely. Between a neo-mercantilist emphasis on the world's movement toward relatively closed regional blocs and an opposing liberal view that global markets are creating convergent pressures across all national boundaries and regional divides, this book takes a middle position. Asian regionalism is identified by two intersecting developments: Japanese economic penetration of Asian supplier networks through a system of production alliances, and the emergence of a pan-Pacific trading region that includes both Asia and North America. The much-traded liberal argument that the deep-rooted economic engagements between the two countries would limit the possibility of the confrontation doesn’t seem to convince anymore. Instead, an increasingly assertive China is likely to arrest India’s geostrategic and national interests. The most decisive counter therefore is to prepare for a disguised cold war in the region, which is imminent by its early signs. The book covers China`s role in Global power dynamics - competition or cooperation with major powers and its neighbours and its power status. Strategic implications of China`s Rise dictate the courses of action to be adopted by the United States whom it intends to displace and its immediate neighbour India.
