Book excerpt: This book looks at the emergence of internationally linked Japanese nongovernmental advocacy networks that have grown rapidly since the 1990s in the context of three conjunctural forces: neoliberalism, militarism, and nationalism. It connects three disparate literatures—on the global justice movement, on Japanese civil society, and on global citizenship education. Through the narratives of fifty activists in eight overlapping issue areas—global governance, labor, food sovereignty, peace, HIV/AIDS, gender, minority and human rights, and youth—Another Japan is Possible examines the genesis of these new social movements; their critiques of neoliberalism, militarism, and nationalism; their local, regional, and global connections; their relationships with the Japanese government; and their role in constructing a new identity of the Japanese as global citizens. Its purpose is to highlight the interactions between the global and the local—that is, how international human rights and global governance issues resonate within Japan and how, in turn, local alternatives are articulated by Japanese advocacy groups—and to analyze citizenship from a postnational and postmodern perspective.

Book excerpt: The regime under which humankind has governed its uses of the ocean is in the process of change—shifting away from the traditional freedom of the seas toward a “mixed†system in which most of the valuable near-shore resources come under coastal jurisdiction. The transition to a new regime has been difficult for many states, most notably Japan, whose rights to use the entire ocean were well protected by the traditional regime. Japan’s response to the need to develop a modern ocean policy— to adapt to the emerging ocean management regime—is the subject of this multiauthor volume. U.S. and Japanese scholars look at what Japan is doing, how, and with what results. They first assess general trends in ocean management, then examine the role of Japan in the international political economy of the oceans, and finally look at Japan’s ocean policy in various sectors: shipbuilding, fisheries, mineral resources, offshore petroleum, and nuclear power generation. Given Japan’s importance in ocean affairs, the authors point out that the lessons that can be learned from its experience are of prime international importance.

Book excerpt: Arguably the most brutal crime committed by the Japanese military during the Asia-Pacific war was the forced mobilization of 50,000 to 200,000 Asian women to military brothels to sexually serve Japanese soldiers. The majority of these women died, unable to survive the ordeal. Those survivors who came back home kept silent about their brutal experiences for about fifty years. In the late 1980s, the women’s movement in South Korea helped start the redress movement for the victims, encouraging many survivors to come forward to tell what happened to them. With these testimonies, the redress movement gained strong support from the UN, the United States, and other Western countries. Korean “Comfort Women” synthesizes the previous major findings about Japanese military sexual slavery and legal recommendations, and provides new findings about the issues “comfort women” faced for an English-language audience. It also examines the transnational redress movement, revealing that the Japanese government has tried to conceal the crime of sexual slavery and to resolve the women’s human rights issue with diplomacy and economic power.

Book excerpt: Over recent decades International Relations scholars have investigated norm dynamics processes at some length, with the ‘norm entrepreneur’ concept having become a common reference point in the literature. The focus on norm entrepreneurs has, however, resulted in a bias towards investigating the agents and processes of successful normative change. This book challenges this inherent bias by explicitly focusing on those who resist normative change - norm ‘antipreneurs’. The utility of the norm antipreneur concept is explored through a series of case studies encompassing a range of issue areas and contributed by a mix of well-known and emergent scholars of norm dynamics. In examining the complexity of norm resistance, particular attention is paid to the nature and intent of the actors involved in norm-contestation, the sites and processes of resistance, the strategies and tactics antipreneurs deploy to defend the values and interests they perceive to be threatened by the entrepreneurs, and whether it is the entrepreneurs or the antipreneurs who enjoy greater inherent advantages. This text will therefore be of interest to scholars and students of International Relations, International Law, Political Science, Sociology and History.
