Book excerpt: Japan’s heritage conservation policy and practice, as deployed through its foreign aid programs, has become one of the main means through which post-World War II Japan has sought to mark its presence in the international arena, both globally and regionally. Heritage conservation has been intimately linked to Japan’s sense of national identity, in addition to its self-portrayal as a responsible global and regional citizen. This book explores the concepts of heritage, nationalism and Japanese national identity in the context of Japanese and international history since the second half of the nineteenth century. In doing so, it shows how Japan has built on its distinctive approach to conservation to develop a heritage-based strategy, which has been used as part of its cultural diplomacy designed to increase its ‘soft power’ both globally and within the Asian region. More broadly, Natsuko Akagawa underlines the theoretical nexus between the politics of heritage conservation, cultural diplomacy and national interest, and in turn highlights how issues of heritage conservation practice and policy are crucial to a comprehensive understanding of geo-politics. Over the next fifteen years, Japanese diplomacy was reshaped to respond to the Western imperialist challenge. Negotiating with Imperialism is the first book to explain the emergence of modern Japan through this early period of treaty relations. Michael Auslin dispels the myth that the Tokugawa bakufu was diplomatically incompetent. Refusing to surrender to the West's power, bakufu diplomats employed negotiation as a weapon to defend Japan's interests. Tracing various visions of Japan's international identity, Auslin examines the evolution of the culture of Japanese diplomacy. Further, he demonstrates the limits of nineteenth-century imperialist power by examining the responses of British, French, and American diplomats. After replacing the Tokugawa in 1868, Meiji leaders initially utilized bakufu tactics. However, their 1872 failure to revise the treaties led them to focus on domestic reform as a way of maintaining independence and gaining equality with the West. In a compelling analysis of the interplay among assassinations, Western bombardment of Japanese cities, fertile cultural exchange, and intellectual discovery, Auslin offers a persuasive reading of the birth of modern Japan and its struggle to determine its future relations with the world.

His mission, an improbable success, was documented in an assisted autobiography as Robert Gitler and the Japan Library School (Scarecrow Press, 1999). Subsequent research into initiatives to improve library services during the Allied occupation has revealed surprising discoveries and human interest of the lives of very diverse individuals. A central role was played by a librarian, Philip Keeney, who later became well-known as an alleged communist spy. A national plan, designed for Japan’s libraries, was based directly on the county library system developed by progressive thinkers in California, itself a dramatic story. The School of Librarianship at the University of California and its founding director, Sydney Mitchell, was found to have deeply influenced key figures. The story also requires an appreciation of the deployment of American libraries abroad as tools of foreign policy, as cultural diplomacy. Meanwhile, library services in Japan were seriously underdeveloped, despite Japan’s extraordinarily high literacy rate, very well-developed publishing and book retail industries, and librarians who were far from backward. The difference in library development lay in the huge divergence between the ethos of the American public library (dominated by support for individual self-development and Western liberal democracy) and the evolving political ideology of Japanese governments after the Meiji Restoration (1868). After absorbing authoritarian French and German administrative practices Japan became a militarist dictatorship from the 1920s onwards until surrender in 1945. The literature on the Allied Occupation of Japan is vast, but library services have received very little attention beyond the creation of the National Diet Library in 1948. The story of initiatives to improve library services in occupied Japan, the role of libraries as cultural diplomacy, the dramatic development of free public library services in California have remained unknown or little known – until now.

Taking Singapore as a locus of pan-Asian Chineseness, Chua Beng Huat provides detailed analysis of the fragmented reception process of transcultural audiences and the processes of audiences’ formation and exercise of consumer power and engagement with national politics. In an era where exercise of military power is increasingly restrained, pop culture has become an important component of soft power diplomacy and transcultural collaborations in a region that is still haunted by colonization and violence. The author notes that the aspirations behind national governments' efforts to use popular culture is limited by the fragmented nature of audiences who respond differently to the same products; by the danger of backlash from other members of the importing country's population that do not consume the popular culture products in question; and by the efforts of the primary consuming country, the People's Republic of China to shape products through co-production strategies and other indirect modes of intervention.

Consequently, leaders promote favorable images of the state in order to attract allies and win support for their policies. Jing Sun, an expert on international relations and a former journalist, refers to such soft power campaigns as "charm offensives." Sun focuses on the competition between China and Japan for the allegiance of South Korea, Taiwan, and other states in the region. He finds that, instead of adopting a one-size-fits-all approach, the Chinese and the Japanese deploy customized charm campaigns for each target state, taking into consideration the target's culture, international position, and political values. He then evaluates the effectiveness of individual campaigns from the perspective of the target state, on the basis of public opinion polls, media coverage, and the response from state leaders.
