At present, the world is confronted with serious environmental problems, for example, the consumption of large amounts of energy that leads to in creases in atmospheric carbon dioxide levels anq subsequent global warming. After the oil crisis in the 1970s, Japan strove to reduce energy consumption, and achieved significant improvements in production efficiency in industry and in the air conditioning of homes. Another example of her success is in the automobile industry, where Japanese automobiles enjoy a good reputation for fuel efficiency. Japan has shown that environmental protection and economic development can be accomplished simultaneously, although the problems have not been solved completely. There are many areas that require further study. In this book, Dr. Helmar Krupp describes how society is organized to form a system. Then, in a unique and interesting turn, he tries to analyze the indus trial development using Schumpeter's theory. Subsequently, many leaders in the field of energy policy in Japan discuss the issues involved from a variety of viewpoints.

Book excerpt: For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.

Book excerpt: One of the largest economies in the world, Japan has long been a major consumer and importer of energy and a recognised leader in energy technology development. Japan’s energy policy has been dominated in recent years by its efforts to overcome the fallout from the 2011 earthquake and the subsequent Fukushima nuclear accident. One consequence of the accident was a gradual shutdown of all nuclear power plants, which has led to a significant rise in fossil fuels use, increased fuel imports and rising carbon dioxide emissions. It has also brought electricity prices to unsustainable levels. Faced with these challenges, the government of Japan has revised its energy policy in recent years to focus on further diversifying its energy mix (less use of fossil fuels, more reliance on renewable energy, restarting nuclear plants when declared safe) and curbing carbon emissions. Building on these plans, Japan has outlined ambitious goals to cut greenhouse gas emissions by 26% between 2013 and 2030. This emissions reduction commitment requires a balancing act between energy security, economic efficiency, environmental protection and safety. This International Energy Agency (IEA) review of Japan’s policies highlights three areas that are critical to its success: energy efficiency, increasing renewable energy supply and restarting nuclear power generation. The IEA encourages Japan to increase low-carbon sources of power supply. It also recognises that nuclear power can only be restored provided that the highest safety standards are met and the critical issues following the Fukushima accident are addressed, including decontaminating areas affected by the radioactive release and regaining public trust. This review analyses the energy policy challenges facing Japan and provides recommendations for further policy improvements. It is intended to help guide the country towards a more secure, sustainable and affordable energy future.
