None of the three competing visions for the future of Asian order – a US-led ‘Free and Open Indo-Pacific’, a Chinese-centred order, or the ASEAN-inspired ‘Indo-Pacific Outlook’ – is likely to prevail in the short to medium term. In the absence of a new framework, the risk of open conflict is heightened, and along with it the need for effective mechanisms to maintain peace and stability. As Asia’s leaders seek to rebuild their economies and societies in the wake of COVID-19, they would do well to reflect upon the lessons offered by the pandemic and their applicability in the strategic realm. The societies that have navigated the crisis most effectively have been able to do so by putting in place stringent protective measures. Crisis-management and -avoidance mechanisms – and even, in the longer term, wider arms control – can be seen as the strategic equivalent of such measures, and as such they should be pursued with urgency in Asia to reduce the risks of an even greater calamity.

Book excerpt: The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens. In doing so, they also outline possible elements of a new security policy.

The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.

It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.

Over the past decade, Japan has been increasingly pressured to assume more financial and political burdens globally. Its foreign policy has thus evolved in a piecemeal manner, around the question of managing foreign pressures. To date, policy has been largely developed by bureaucrats, who are traditionally responsible for public policy in Japan. The lack of a clear set of foreign policy objectives, however, has made it impossible for the bureaucracy to play its previous role as the arbiter of public interests. Today, there is increased recognition that in a more pluralistic society, nongovernmental public policy specialists are needed to provide a more integrated and longer-term vision of foreign policy goals. This book represents the first private and non- governmental indigenous effort to stimulate public debate of Japanese foreign policy. This approach is an ostensible departure from the country’s traditional foreign policy stance, which tries to avoid bringing values to the forefront of foreign policies. This book intends to answer the questions of why Japan has started emphasizing democracy assistance and why it has relegated itself to a minor role in democracy assistance nevertheless. It argues that Japan’s emphasis on democracy assistance reveals its intention to increase its political influence with regards to China based on democratic values, and its usage of the term "democracy assistance" is a performative speech act to orchestrate a comprehensive approach for international democracy support. Shedding light on the novel aspect of Japanese policy, this book contributes to the understanding of Japanese foreign policy and democracy promotion. Providing the analysis that state’s speech act could cause to create foreign policies that counter what is predicted by structural realism, this analysis makes contributions to neoclassical realism which explains states’ foreign policy choices within the constraints of international structure.
