The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.

Since their independence, Singapore and Taiwan have faced numerous challenges resulting from their relative strategic disadvantage. They have struggled to overcome vulnerable bases, an unformed conception of state, and weak governmental institutes for defence. While territorial borders are difficult to change, both states have focused on nation building, economic growth, and military build-up in order to overcome their predicaments. During the Cold War, both states employed similarly authoritarian policies to preserve their survival. However, in the post-Cold War era, Taiwan has experienced political and economic weakness in the face of the rising China, while Singapore, with its polity of one-party domination, has continued to strengthen its hard and soft power. This book examines the unique context for each case, drawing comparisons and offering analysis of their distinct approaches.

Throughout that period, British officials have described UK operations there in various conflicting and often contradictory ways; as a counter-terrorism mission, a stabilisation mission, and a counter-narcotics mission, respectively. This book investigates how the war was ’sold’ to the British public and how Britain’s ’transnational’ foreign and defence policy impacted on the unfolding of UK strategy in Afghanistan and the way it was communicated. It argues that because the UK’s foreign and defence policy is transnationally-oriented - meaning that it is foundationally aimed at maintaining alliance with the United States and the institutional coherence of NATO - UK strategy is contingent upon collective security and, crucially, is fundamentally concerned with the means of policy (maintaining alliances) over the ends (using alliances to effect change). Explaining the inalienability of collective security systems to national security is no easy task, however, and, when faced with the adversities of Afghanistan, the UK state has since 2008 instead opted to describe the significance of Afghanistan in narrow, nation-centric, counter-terrorist concerns in order to maintain public support for collective security operations there whilst, paradoxically, framing the conflict in a manner that avoids talking about the transnational structure and purpose of the mission. This kind of ’strategic’ communication is increasingly becoming a focus of the UK state as it faces a transnational dilemma of maintaining its collective security bonds whilst facing a public increasingly sceptical of liberal interventionism.

They have each used argumentative rhetorics based on competing interpretations of events, and are locked in a battle to convince international audiences and domestic constituencies of the righteousness of their causes. Book excerpt: The Evolving Military Balance in the Korean Peninsula and Northeast Asia describes the strategy, force deployments, and the military balance in potential current and future scenarios involving the Democratic People’s Republic of Korea, Republic of Korea, People’s Republic of China, Japan, and the United States. The analysis in these volumes shows how tensions between the Koreas—and the potential involvement of the China, Japan, Russia, and the United States—create a nearly open-ended spectrum of possible conflicts. These range from posturing and threats (“wars of intimidation”) to a major conventional conflict on the Korean Peninsula to intervention by outside powers like the United States and China to the extreme of nuclear conflict. The analysis shows that the Korean balance is sharply affected by the uncertain mix of cooperation and competition between the United States and China. The U.S. rebalancing of its forces to Asia and the steady modernization of Chinese forces, in particular the growth of Chinese sea-air-missile capabilities, affect the balance in the Koreas and Northeast Asia. They also raise the possibility of far more intense conflicts that could extend far beyond the boundaries of the Koreas.
