Book excerpt: The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.

Book excerpt: In 2004, the United States, five Central American countries, and the Dominican Republic signed the Central American Free Trade Agreement (CAFTA), signaling the region’s commitment to a neoliberal economic model. For many, however, neoliberalism had lost its luster as the new century dawned, and resistance movements began to gather force. Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement’s drafting, its passage, and its aftermath across Central America. Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi’s “double movement” theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. Examining the negotiations, political dynamics, and agents involved in the passage of CAFTA in Costa Rica, El Salvador, and Nicaragua, Spalding argues that CAFTA served as a high-profile symbol against which Central American oppositions could rally. Ultimately, she writes, post-neoliberal reform “involves not just the design of appropriate policy mixes and sequences, but also the hard work of building sustainable and inclusive political coalitions, ones that prioritize the quality of social bonds over raw economic freedom.”

Officials embrace participatory reforms, believing that citizen councils and committees lead to improved accountability and more informed communities. Yet there's been little research on the efficacy of these efforts to improve democracy, despite an explosion in their popularity since the mid-1980s. Democracy from Above? tests the hypothesis that top-down reforms strengthen democracies and evaluates the conditions that affect their success. Stephanie L. McNulty addresses the global context of participatory reforms in developing nations. She observes and interprets what happens after greater citizen involvement is mandated in seventeen countries, with close case studies of Guatemala, Bolivia, and Peru. The first cross-national comparison on this issue, Democracy from Above? explores whether the reforms effectively redress the persistent problems of discrimination, elite capture, clientelism, and corruption in the countries that adopt them. He then examines how social and international conditions have influenced the Fujimori regimes attempt to retool the state along neoliberal lines. }Using a framework that highlights how societal and international factors have shaped state capacities, Philip Mauceri examines the volatile politics in Peru from the Velasco through the Fujimori regimes as the country has moved from a developmentalist state to neoliberalism.Dr. Mauceri begins by reassessing the reformist experiment of the Peruvian military regime (19681980), arguing that it led to the development of unexpected challenges to state authority, both from new social actors and international financial organizations. During the 1980s, these challenges intensified, made even worse by poor planning and limited policy choices. The author then argues that the attempt by the Fujimori regime, backed by a neoliberal coalition, to retool the state indicates the degree to which state capacities are determined by social and international conditions. Mauceri also gives special attention to the relation between changing state power and social control. Separate chapters on the evolution of a Lima shantytown and the Shining Path examine how changes in state-society relations have had impacts at the grassroots level.
