Alpers has written a history of the penetration and changing character of international trade in East Central Africa from the fifteenth to the later nineteenth century. His study focuses on a vast and little known region that includes southern Tanzania, northern Mozambique, and Malawi, with extension north along the Swahili coast and west as far as the Lunda state of the Mwata Kazembe. He examines both the competition between traders and their internal impact on the various societies of East Central Africa. Alpers' main concern is to demonstrate that the historical roots of underdevelopment in the area are to be found 'in the system of international trade which was initiated by Arabs in the fifteenth century, seized and extended by the Portuguese in the sixteenth and seventeenth centuries, dominated by a complex mixture of Indian, Arab and Western capitalisms in the nineteenth century'. Thus this readable and original book places East African trading systems within the larger Western Indian Ocean system and in the world capitalist system. A similar alarming story can be told of the herds in northern Mozambique and across swathes of central Africa, with forest elephants losing almost two-thirds of their numbers to the tusk trade. The huge rise in poaching and ivory smuggling in the new millennium has destroyed the hope that the 1989 ivory trade ban had capped poaching and would lead to a long-term fall in demand. But why the new upsurge? The answer is not simple. Since ancient times, large-scale killing of elephants for their tusks has been driven by demand outside Africa's elephant ranges - from the Egyptian pharaohs through Imperial Rome and industrialising Europe and North America to the new wealthy business class of China. And, who poaches and why do they do it? In recent years lurid press reports have blamed mass poaching on rebel movements and armed militias, especially Somalia's Al Shabaab, tying two together two evils - poaching and terrorism. Hopper examines the interconnected themes of enslavement, globalization, and empire and challenges previously held conventions regarding Middle Eastern slavery and British imperialism. Whereas conventional historiography regards the Indian Ocean slave trade as fundamentally different from its Atlantic counterpart, Hopper’s study argues that both systems were influenced by global economic forces. The author goes on to dispute the triumphalist antislavery narrative that attributes the end of the slave trade between East Africa and the Persian Gulf to the efforts of the British Royal Navy, arguing instead that Great Britain allowed the inhuman practice to continue because it was vital to the Gulf economy and therefore vital to British interests in the region. Hopper’s book links the personal stories of enslaved Africans to the impersonal global commodity chains their labor enabled, demonstrating how the growing demand for workers created by a global demand for Persian Gulf products compelled the enslavement of these people and their transportation to eastern Arabia. His provocative and deeply researched history fills a salient gap in the literature on the African diaspora.
