The useful life of Mexico's portion of the Hueco Bolson is limited, though officials on opposite sides of the border differ in their projections of the volume of fresh water remaining. [...] Oñate arrived in the Paso del Norte in May of that year, and gave the region its name-El Paso del Río del Norte, the Ford of the River of the North. [...] Together with its sister treaty, the 1944 Water Treaty, the two treaties allocate virtually all of the water resources of the Rio Grande/Río Bravo between the two countries from El Paso to the Gulf of Mexico. [...] In the mid-1930s, two projects, the Rio Grande Rectification Project along the international border and the Rio Grande Canalization Project in southern New Mexico, eliminat- ed the river's meanders and forever altered the riparian habitat throughout approximately 200km of the river valleys of Doña Ana County, New Mexico, and the reach between the Texas counties of El Paso and Hudspeth and the Chih. [...] More commonly, groundwater and surface water "communicate." Examples of the interrelationship of groundwater and surface water in the Paso del Norte include the diminished surface flows in the vicinity of EPWU 's Canutillo well field due to a lowering of the water table, as well as a noticeable lowering of the water table in the central portion of El Paso and Ciudad Juárez.

Border cities face an uncertain future water supply, low-income neighborhoods often lack water and sewer services, and water contamination poses a risk to the health of residents and the environment. Responses by government agencies on both sides of the border have been insufficient. Increasing economic development has mainly resulted in increasing problems. These limitations of government and market forces suggest that nonprofit organizations—the so-called “third sector”—might play an important role in meeting the growing challenges in the region. Finding that these organizations do have a positive impact, Daniel Sabet seeks to understand how autonomous nonprofit organizations have emerged and developed along the border. He employs data from more than 250 interviews with members of civil society organizations and public officials, surveys of neighborhood association leaders, observations at public meetings, and many secondary sources. His research compares the experiences of third-sector organizations in four prominent Mexican border cities: Tijuana, Nogales, Ciudad Juárez, and Nuevo Laredo. Sabet finds that political change is a necessary precondition for the establishment of an independent third sector. The demise of one-party rule in Mexico has given nonprofit organizations greater opportunities to flourish, he finds, but persistent informal rules still obstruct their emergence and development. Sabet concludes that the success of the third sector will depend on the organizations’ networks. He examines organizational ties to three key groups—U.S. nonprofits, the business community, and government-created methods for public participation—and evaluates the importance of these connections for the future.

[...] The change in willingness to pay multiplied by the amount of curtailment is the economic loss that results from keeping the water supply constant in the context of increasing population. [...] The irrigation districts, EBID and EPCWID#1, are the original beneficiaries of water allocation from the project and, with the exception of Mexico, are the highest priority with respect to surface water (R3).

Engineered dams and distribution networks brought large benefits to farmers and cities, but now the water systems face multiple challenges, above all climate change, reservoir siltation, and decreased water flows. Unchecked, they will see reduced food production and endanger the economic livelihood of basin populations. The authors suggest how to respond to these challenges without loss of food production, drinking water, or environmental health. The analysis of the political, hydrological, and environmental conditions within each basin gives policymakers, engineers, and researchers interested in the water/sustainability nexus a better understanding of engineered rivers in arid lands.
