Book excerpt: This book follows Italy's military history from the late Renaissance through the present day, arguing that its leaders have consistently looked back to the power of Imperial Rome as they sought to bolster Italy's status and influence in the world. As early as the late 15th century, Italian city-states played important roles in European conflicts. After unification in 1861, the military would become the nation's unifying force, the melting pot of the state. Italy's industrial and then colonial expansion brought it into the wars of the 20th century. The rise of fascist movement was the disastrous consequence of Italy's desire for colonial and military power, a history that the nation still confronts as it seeks to play a role in world politics. Wealthy, urban Italy has always had great political, cultural, and strategic importance for Europe. The leaders of its independent city-states intervened militarily in struggles among the European powers to its north and west but also against the expanding Muslim empires to its south and east. Italian culture supported military innovation, developing (for instance) new fortifications and naval organizations. After centuries of division, which limited Italy's power against the larger, unified European nations, the military played an important role in the nationalist unification of the entire country. Rapid industrialization followed, and along with it Italy's forays into overseas colonialism. Italy became a major power, but its turn to militant fascism during its expansionist era continues to haunt its state and military.

Book excerpt: Vincere! presents an overview of the counterinsurgency operations carried out by the Italian Royal Army from 1922 to 1941 in Libya and Ethiopia. Based on ten years of study conducted in the Italian archives and on the ground, this volume looks at a period when the Italian Royal Army faced significant new challenges in the conduct of war. Facing new challenges in an atypical theater of war, Italian Royal Army forces learned significant lessons that would shape the conduct of future combat. In the period covered in this work, Italian Royal Army forces had to adapt to new terrain, while modifying their techniques and methods in relation to the local populations and the overall characteristics of the territories in Africa. Moving away from a reliance on heavy, slow battalions formed for the most part by Italian troops, the Italians instead turned to mobile units, lightly armed and composed primarily by African troops who were able to respond quickly to the needs of this kind of war. Men coming from the loyal Eritrean colony, from Somalia, Libya, from the countries on the Red Sea and even from Ethiopia, progressively replaced Italian troops. In Libya, warfighting and counterinsurgency operations were conducted mainly by regular infantry (Libyan battalions, Méharists, Saharian) and cavalry units (Savaris and Spahis), while in Ethiopia, regular and irregular bands were used. Vincere! offers a look at some of the earliest irregular warfare and counterinsurgency operations the modern Italian forces ever conducted. Italian forces faced local populations while conducting counterinsurgency (COIN) operations in what was, for them, a new theater of war. In Libya, the rebellion was quelled in the space of ten years, at an admittedly high price for the regional forces. In Ethiopia, where COIN operations were interrupted by World War II, the available data suggests that military actions, accompanied by a more responsible policy toward the population, would have eventually defeated the insurgency. The use of airpower in Ethiopia made a huge difference, and its lessons were learned long before the French experience in Algeria. The Italians waged counterinsurgency operations over twenty years in two geographically separate theaters, and in two very different operational environments and much of value for current practitioners and scholars can be learned from these different experiences.

Book excerpt: Italy, although it considers itself to be a middle-sized power on par with France, the United Kingdom, and Germany, has been incapable of playing an international role comparable to theirs, instead keeping a low-profile foreign policy. This has not been due to any material constraints—Italy’s profile has remained consistently low, through economic times both good and bad—but rather to the country’s strategic culture, a mixture of realpolitik and pacifist tendencies. This book sets out to analyze the influence of Italy’s strategic culture on its foreign policy. It conducts an exploratory case-study to show if hypotheses generated by the strategic culture approach can shed some light on the puzzling Italian behavior in the international arena (puzzling because Italy shows a less assertive foreign policy vis-à-vis other middle powers in the same rank). The first chapter considers the main interpretations of Italian foreign policy and their limitations. The second and third chapters review the literature on strategic culture, stressing its utility for the Italian case. The fourth chapter describes the country’s strategic culture through the Liberal, Fascist, and Republican periods, and the fifth chapter analyzes the influence of ideational factors on Italy’s behavior abroad. Conclusions sum up the various emerging evidences. Scholars of political science, international relations, strategic studies, and comparative politics will find this work to be of interest.

They reveal that the end of the Cold War, the advent of globalization, and the rise in institutionalized regional cooperation have increased ItalyÆs freedom to maneuver. At the same time, however, these changes have decreased ItalyÆs policy freedom as a result of delegation of policy competencies to the European Union and the need for cooperation in a globalized world. Domestic changes, notably the transition from the First to the Second Republic and the transformation of political leadership under Prime Minister Silivio Berlusconi, have altered the way domestic politics is played out in foreign policy. Rather than adopting the more common focus on ItalyÆs bilateral relations with other counties or regions, this collection centers on actors, issues and policy instruments in vital areas of ItalyÆs foreign policy. In addition, it discusses the search for ItalyÆs position in global affairs and emphasized the importance of leadership styles, domestic political agendas, and party rhetoric in determining ItalyÆs foreign policy. Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. Howe's Northwest Africa: Seizing the Initiative in the West left off. It integrates the Sicilian Campaign with the complicated negotiations involved in the surrender of Italy. The Sicilian Campaign was as complex as the negotiations, and is equally instructive. On the Allied side it included American, British, and Canadian soldiers as well as some Tabors of Goums; major segments of the U.S. Army Air Forces and of the Royal Air Force; and substantial contingents of the U.S. Navy and the Royal Navy. Opposing the Allies were ground troops and air forces of Italy and Germany, and the Italian Navy. The fighting included a wide variety of operations: the largest amphibious assault of World War II; parachute jumps and air landings; extended overland marches; tank battles; precise and remarkably successful naval gunfire support of troops on shore; agonizing struggles for ridge tops; and extensive and skillful artillery support. Sicily was a testing ground for the U.S. soldier, fighting beside the more experienced troops of the British Eighth Army, and there the American soldier showed what he could do. The negotiations involved in Italy's surrender were rivaled in complexity and delicacy only by those leading up to the Korean armistice. The relationship of tactical to diplomatic activity is one of the most instructive and interesting features of this volume. Military men were required to double as diplomats and to play both roles with skill.

Book excerpt: This Leavenworth Paper is a critical reconstruction of World War II Ranger operations conducted at or near Djebel el Ank, Tunisia; Porto Empedocle, Sicily; Cisterna, Italy; Zerf, Germany; and Cabanatuan in the Philippines. It is not intended to be a comprehensive account of World War II Ranger operations, for such a study would have to include numerous minor actions that are too poorly documented to be studied to advantage. It is, however, representative for it examines several types of operations conducted against the troops of three enemy nations in a variety of physical and tactical environments. As such, it draws a wide range of lessons useful to combat leaders who may have to conduct such operations or be on guard against them in the future. Many factors determined the outcomes of the operations featured in this Leavenworth Paper, and of these there are four that are important enough to merit special emphasis. These are surprise, the quality of opposing forces, the success of friendly forces with which the Rangers were cooperating, and popular support.

The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.
