Finally, with the successful launch of the Columbus Orbital Facility (COF) – the most prominent highlight of this period which is also depicted on the cover of this Yearbook – and the ?rst Automated Transfer Vehicle (ATV), Europe has become a decisive player in human space?ight. This is accompanied by new policy initiatives on the ministerial level which have been bringing the European Space Agency and the European Union steadily closer. Europe?s outstanding development and positioning in the space ?eld is based not only on Europe?s successful engineering and scienti?c capabilities and capacities, but also on the forceful political determination of all European actors to maintain and even further their engagement in the use of outer space. And it is this political determination which provides the focus for this ?Yearbook on Space Policy?. The Yearbook describes and analyses the contexts and contents of space policy. Its primary ?eld of investigation is Europe, but it also covers the whole range of global space activities and their in?uence on European endeavours.

Book excerpt: In Denmark, Finland and Sweden the evolution of administrative law, including social welfare law, has been marked by a shift towards a stronger protection of the recipient's individual rights. The adoption of activation policies targeting recipients of social assistance has highlighted the tensions between decision-making concerning the implementation of these policies and the legislative efforts to promote the realisation of individual rights in the field of social welfare. An examination of the legislation in question and its implementation conditions shows that the realisation of individual rights is subordinated to the pursuit of organisational and other objectives. The findings of the study are used to formulate proposals for the promotion of individual rights based on the Nordic egalitarian model of citizenship. This critical assessment of activation policies should be of broad international appeal. It will be of interest to researchers in social policy, as well as those concerned with protection of rights.

This book examines how policy implementation may be improved. It explains the nature of policy mistakes, proceeds to consider how individual public authorities and organizations can avoid making policy mistakes and then, in the light of its findings, derives how the EU may induce its member states and their public authorities to improve their compliance with EU rules and policies. Basically, this is a book about how the right incentives at national level can improve institutional performance and contribute towards more effective application of EU rules across member states without having to confer new competences to the EU. Its premise is that strengthening the capacity of organizations to learn should not only lead to better performance, but should also stimulate useful policy experimentation across the EU. Although this volume focuses on the obligations of EU membership and how to strengthen compliance, the proposed solutions have broader applicability. Improved organizational capacity for policy implementation will also be beneficial in those areas where the EU has no formal competence. Just as member states can learn from each other, so can policy officials in different policy fields. Good practices can spread.

Book excerpt: A growing sense of urgency over obesity at the national and international level has led to a proliferation of medical and non-medical interventions into the daily lives of individuals and populations. This work focuses on the biopolitical use of lifestyle to govern individual choice and secure population health from the threat of obesity. The characterization of obesity as a threat to society caused by the cumulative effect of individual lifestyles has led to the politicization of daily choices, habits and practices as potential threats. This book critically examines these unquestioned assumptions about obesity and lifestyle, and their relation to wider debates surrounding neoliberal governmentality, biopolitical regulation of populations, discipline of bodies, and the possibility of community resistance. The rationale for this book follows Michel Foucault’s approach of problematization, addressing the way lifestyle is problematized as a biopolitical domain in neoliberal societies. Mayes argues that in response to the threat of obesity, lifestyle has emerged as a network of disparate knowledges, relations and practices through which individuals are governed toward the security of the population’s health. Although a central focus is government health campaigns, this volume demonstrates that the network of lifestyle emanates from a variety of overlapping domains and disciplines, including public health, clinical medicine, media, entertainment, school programs, advertising, sociology and ethics. This book offers a timely critique of the continued interventions into the lives of individuals and communities by government agencies, private industries, medical and non-medical experts in the name of health and population security and will be of interests to students and scholars of critical international relations theory, health and bioethics and governmentality studies.

When prices rise, as they have done in the last five years, the question is reversed: what is the impact of the farm and food policies that restrict exports to keep domestic prices low on food security in other countries? Thus, the narrative of the monitoring of farm policies by international organizations such as the OECD and the disciplining of such policies under the rules of the WTO is as relevant today as in the 1970s when the first efforts in this direction were made.
