Book excerpt: "To support military operations in Afghanistan and Iraq, the Department of Defense (DoD) has made substantial use of commercial air transportation provided by carriers that participate in the Civil Reserve Air Fleet (CRAF) program. Over the 2002 2006 period, DoD's total expenditures for airlift services provided by CRAF carriers averaged about $2.1 billion annually, a nearly fourfold increase over the average during the previous five years. Carriers that participate in the CRAF program are eligible to receive that business from DoD in exchange for making their aircraft and air crews available on short notice to support rapid, large-scale deployments of military forces. DoD is anticipating a substantial decrease in the need for commercial airlift services when operations in the Middle East ultimately wind down. To maintain carriers incentives to participate in the CRAF program, DoD submitted a proposal as part of its fiscal year 2008 budget request that would allow it to guarantee CRAF carriers more business at the beginning of a fiscal year than it is currently authorized to guarantee."--Page 1

From August 1990 to May 1991, CRAF furnished commercial airline assets--passenger jets, cargo transports, and crews--to the command to assist in the massive deployment of U.S. troops and supplies to the Gulf region and in their eventual return. To guarantee a robust CRAF for our national security future, some enhancements are vital. An effective, modern mix of incentives for this volunteer program is necessary. Also, policies that shield air carriers from unreasonable risk; improve command, control, and communications; and minimize the inefficient use of commercial aircraft and crews should be developed.

Book excerpt: Strategic airlift is vital to meeting the National Security Strategy of protecting the nation's interests throughout the globe. With a decreasing defense budget, the CRAF program is a proven method to provide DoD a relatively inexpensive way to maintain a large airlift capability. This paper investigates and analyzes the thesis that the shift in global business practices and a robust economy, combined with CRAF activation concerns, endangers the future of the CRAF program. Section One begins with a historical overview and current status of the CRAF program. Section Two analyzes two core problems (decreased financial reliance upon DoD and increased likelihood of CRAF activation) generated within the civil air carrier industry and military by recent shifts in both the economic and political environment. Section Three provides recommendations to counter these problems and improve the relationship between DoD and civil air carriers. Finally, Section Four examines areas requiring future study that may potentially prove instrumental in addressing the future of CRAF.

Book excerpt: Shortly after midnight on August 18, 1990 (Zulu) time), the military Airlift Command (MAC) activated the Civil Reserve Air Fleet (CRAF) for the first time in its history. This action gave MAC access to 17 commercial long-range international passenger jets and 21 long-range cargo transports. Volunteered aircraft boosted MAC's capability even higher. Five months later, on January 17, 1991 (Zulu time), MAC sent the airlines another activation message, this time without warning. It announced the call-up of additional aircraft by activating the second stage of the CRAF program. With both stages, the military could use up to 77 passenger and 39 cargo commercial aircraft in addition to volunteered airlift. MAC and CRAF assets- both activate and volunteered-from August 1990 to May 1991 to support the massive deployment of U.S. troops and supplies to the Gulf region, sustain the operation, and return them home again. Long-range international commercial aircraft and crews flew more tham 5000 missions for MAC. In fact, more than 60 percent of the troops and 25 of the cargo airlifted into or out of the theater went by airliners. Perhaps the single most important lesson learned from recent experience is that CRAF works. But the operation also indicates that some changes are necessary to ensure a robust CRAF for the future.

Book excerpt: The Civil Reserve Air Fleet (CRAF) was created in 1951 to provide supplemental airlift capability to the U.S military for worldwide operations. The program has been mutually beneficial, providing peacetime government cargo and passenger business for CRAF participants while allowing the military to man and maintain a smaller, less expensive organic airlift capability. Indeed, Operations Enduring Freedom and Iraqi Freedom recently illustrated the undeniable requirement for the CRAF to continue supplementing organic lift. However, air carrier industry trends and a perceived erosion of the incentive program have put future air carrier participation at risk. If CRAF is to survive, USTRANSCOM and the Air Force's Air Mobility Command must make some tough decisions and implement sweeping changes in the way it manages the program. This paper illustrates concerns with the CRAF program, its outdated activation system, and deteriorating incentives and recommend changes that will ensure the CRAF exists to support the Global War on Terror and other operations well into the future.

The CRAF illustrates some of the issues one might expect to find in a similar program using civil and commercial satellites. Both contend with the problem of providing an appropriate mix of incentives to participate, both must overcome or cope with design incompatibilities between commercial and military systems, and both must balance the need to maintain a high state of readiness and responsiveness with the need to maintain high participation levels. While solutions that work for CRAF may or may not be transferable to space-based systems, the CRAF does provide an example of how one defense program addressed these basic problems and continues to do so as industry's and the military's needs evolve.
