Castoriadis, who asserted that “being is time – and not in the horizon of time”, correlated history to society and being to temporality within the social-historical stratum, the ontological plane created by human existence, where “existence is signification”. The Paper authored by Miquel Ricart is primarily in Spanish with it’s abstract in English and Spanish. This paper aims to interpret and comment on some of Fernando Vallejo's thoughts contained in his novel El Desbarrancadero. It says that the Colombian author's text includes deep reflections on essential issues of human existence and their fundamental circumstances. Throughout the pages of El Desbarrancadero, ideas about life are exposed in their most critical aspect, masterfully described by Vallejo. The third section of this issue is Political Science. The Paper authored by Manas Roy enquires into the challenges in front of the Government in India for the successful implementation of E-governance services. It also tends to find out the potential opportunities available.

These representatives reflect the will of the majority, but democracy also ensures the fundamental rights of minority groups. As the most popular system of government globally, democracy allows people to make decisions for themselves and the public good. Adherents of democracy and the rule of law argue that government must operate on predictable, general, and applicable rules established in advance to ensure equality, uphold laws and human rights, and deliver prompt justice. Thus, democracy and the rule of law are seen as inseparable and interdependent by political scholars, analysts, and politicians. Since its founding in 1947, Pakistan’s political history has been marked by challenges with democracy and the rule of law. Military coups, authoritarian rule, bureaucratic interference, and political intolerance have prevented the establishment of stable political institutions. Civil and military dictators have curtailed freedoms by imposing military rule and excessive Presidential Ordinances, undermining the legislature. Judicial independence has often been compromised, with the judiciary used to extend dictatorial rule and legitimize arbitrary decisions under the pretext of “state necessity.” However, from 2008 to 2013, Pakistan saw a shift towards democratic principles. National integrity was strengthened through coalition-based government, and political tolerance was promoted by both the ruling party and the opposition. The parliament passed several laws, addressing issues such as abolishing the concurrent list and revising the resource allocation formula, which improved the rule of law. The military did not directly interfere, allowing the parliament to complete its term. This shift in democracy and rule of law is analyzed using a qualitative approach, drawing on both primary and secondary sources. Primary sources include official reports, judicial verdicts, semi-structured interviews with prominent figures, parliamentary debates, and legal and historical documents. Secondary sources comprise newspaper articles, research journals, magazines, and various books. This study aims to provide a comprehensive understanding of the interplay between democracy and the rule of law in Pakistan, highlighting key challenges and developments.

Book excerpt: Doctoral Thesis / Dissertation from the year 2016 in the subject Computer Science - Commercial Information Technology, grade: 3.923, Capella University (School of Technology), course: PHD in Information Technology, language: English, abstract: Research conducted by Tech Pro (2014) indicated that the Bring Your Own Device (BYOD) concept is gaining momentum, with 74% of organizations already having some BYOD program or planning to implement one. While BYOD offers several benefits, it also presents challenges that concern information technology leaders and information security managers. This correlational study used the systems theory framework to examine the relationship between information security managers’ intentions, perceptions of security, and compliance regarding BYOD implementation. Participants of the study consisted of information security managers in Kenya who had obtained the Certified Information Systems Manager certification. Data was collected from 54 information security managers through a survey instrument. The survey instrument integrated three other instruments with proven reliability developed by other researchers. Data was analyzed using a multiple regression analysis to test for a relationship between the variables of the study (security, compliance, and intent to implement BYOD). The multiple regression conducted in this study was insignificant, indicating a relationship did not exist between the study’s variables (F(2, 86) = 0.33, p = .718, R2 = .00). A significant negative relationship was found between security and compliance, indicating a weakly negative correlation (r = -.26, p = .016). Using the results from the study, information technology leaders may be able to develop strategies from which to implement BYOD successfully. Implications for social change include increased knowledge of securing personal devices for employees and consumers in general and reduction in costs associated with security and data breaches.
