Since the 1990s, however, the two fields have increasingly overlapped. How can we explain this shift and what are the implications for the future development of both fields? Colin McInnes and Kelley Lee examine four key intersections between health and International Relations today - foreign policy and health diplomacy, health and the global political economy, global health governance and global health security. But the mountains of Afghanistan and the scorching sand storms of Iraq have provided stark reminders that geographical realities continue to have a profound impact on the success of military campaigns. Here, political scientist Jakub J. Grygiel brings to light the importance of incorporating geography into grand strategy. He argues that states can increase and maintain their position of power by pursuing a geostrategy that focuses on control of resources and lines of communication. Grygiel examines case studies of Venice, the Ottoman Empire, and China in the global fifteenth century—all great powers that faced a dramatic change in geopolitics when new routes and continents were discovered. The location of resources, the layout of trade networks, and the stability of state boundaries played a large role in the success or failure of these three powers. Grygiel asserts that, though many other aspects of foreign policy have changed throughout history, strategic response to geographical features remains one of the most salient factors in establishing and maintaining power in the international arena.

Conventional, western histories of the discipline point to 1919 as the year of the ‘birth of the discipline’ with two seminal initiatives – setting up of the first Chair of IR at Aberystwyth and the founding of the Institute of International Relations on the side-lines of the Paris Peace Conference. From these events, International Relations is argued to have been established as a path to create peace in the post-War era and facilitated through a scientific study of international affairs. International Relations was therefore, both a field of study and knowledge production and a plan of action. This pathbreaking book challenges these claims by presenting an alternative narrative of International Relations. In this book, we make three interconnected arguments. First, we argue that the natal moment in the founding of IR is not World War I – as is generally believed – but the Anglo Boer War. Second, we argue that the ideas, methods and institutions that led to the making of IR were first thrashed out in South Africa – in Johannesburg, in fact. Finally, this South African genealogy of IR, we show in the book, allows us to properly investigate the emergence of academic IR at the interstices of race, Empire and science.

Les changements rapides qui affectent notre système terrestre remettent directement en cause les anciennes hypothèses qui considéraient des frontières stables comme le principal fondement de la souveraineté. Aujourd’hui, ces postulats périmés doivent impérativement être réévalués. Paradoxalement, la phase de mondialisation actuelle nécessite une redéfinition de la notion même de frontières stables. En effet, l’élargissement des droits de propriété et des champs de compétence pourrait en fait prévenir la mise en œuvre de mesures d’adaptation efficaces visant à répondre aux enjeux du changement climatique. Garantir la survie d’une économie fondée sur la consommation de combustibles fossiles demeure à ce jour une priorité politique comme le fait de devoir faire face aux catastrophes naturelles à l’échelle mondiale – ce qui rend les objectifs de durabilité d’autant plus difficiles à atteindre dans un environnement en pleine mutation où les rivalités politiques exacerbées façonnent la politique globale contemporaine. L’entrée de la Terre dans une nouvelle époque géologique, l’Anthropocène (l’ère de l’homme), représente un formidable défi éthique, qu’il convient de relever en établissant une véritable politique de durabilité, et ce, au moment où l’humanité s’engage dans la dernière phase du processus de mondialisation. Dans un tel contexte, pour être réellement efficaces, les connaissances et les perspectives résultant des analyses académiques et des initiatives pratiques de toute nature devront être intégrées dans une vision globale.

The potentially negative impact of natural resources on development is captured in the phrase "the resource curse". The implications are the greatest for the commodity producers themselves, ranging from complications for macroeconomic management to political authoritarianism and, in the extreme, the precipitation of violent civil conflict. For US policy, the resource curse presents challenges with respect to coping with state failure and associated transborder phenomena. The issues extend to broader geopolitics. Resource abundance confers financial and political power on producers. China's emergence as a major importer and investor in extraction, willing to accommodate authoritarian producers, exacerbates the challenge, potentially undercutting international efforts to encourage greater transparency and improved management of natural resource wealth. This issue is of particular importance for US policy toward Africa
