Book Developments in Israeli Public Administration

Download or read book Developments in Israeli Public Administration written by Moshe Maor and published by Routledge. This book was released on 2014-02-25 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: The "Israeli History, Politics and Society" series comprises multidisciplinary studies that range from elections and the Yom Kippur war to the search for a true Israeli identity and the various initiatives to foment or prevent the peace process. This volume brings together a set of articles that try to estimate the direction of developments in Israeli public administration: whether ministries will remain under the ambit of the Weberian model, follow the New Public Management model, or move towards a mix of the two. Each essay focuses on a specific factor which may inhibit reforms, such as the weakness of mechanisms for policy control, monitoring and evaluation; lack of co-ordination between the different ministries; lack of effective accountability mechanisms; an administrative culture that is characterized by frequent infringements of moral integrity; a high level of politicization; and a Supreme Court which plays a paramount role by routinely intervening in the practices of public administration as well as in the business of other governmental and non-governmental institutions. Each article probes how these distinctive features of Israeli public administration reflect underlying traits of the nation's history, culture and geography, and gauges the extent to which formal structures provide an indication of how policy-making and programme implementation really operate.

Book Public Management in Israel

Download or read book Public Management in Israel written by Itzhak Galnoor and published by Routledge. This book was released on 2010-09-13 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: As government management in Israel is gradually replaced by private sector management, it is becoming apparent that the collective-oriented mission of government cannot be fulfilled by the private sector or by the non-profit organizations of civil society. This book provides an analysis of the machinery of government in Israel, highlighting the inadequacy of the private sector as an alternative and how public management will need to cope with the new challenges and pressures of the 21st century. Providing hitherto unpublished data and analysis in English for the first time, this book gives a comprehensive analysis of the issue of public and private-sector management. The author examines the tasks of the civil service; the legal foundation of the public management machinery; and the profile of civil servants, and looks at the unwieldy budget process; the prevalence (and absence) of regulation; and external and internal mechanisms of oversight. This analysis is balanced by a detailed exposition of Israel's political-administrative culture with its excessive centralization, secrecy, turf protection, and legacy of improvisation, and their effect on policymaking and administration. This comprehensive and detailed examination of public management in Israel will be of great interest both to students and scholars of business and management, government and politics, and to policymakers in the region.

Book Administrative Culture in Developing and Transitional Countries

Download or read book Administrative Culture in Developing and Transitional Countries written by Ishtiaq Jamil and published by Routledge. This book was released on 2016-03-17 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book explores theoretical, methodological, and empirical underpinnings of administrative culture as well as prospects and challenges associated with it in the context of and across developing and transitional countries. Referring to dominant norms and values in public organizations administrative culture is about the attitudes and perceptions of public officials. In many countries civil servants are criticised for being corrupt, incompetent, unreliable and self-centred.Their attitudes, norms and values and the way they act are in constant conflict with rule of law. Recently the virtues of the Weberian model of bureaucracy have been reclaimed as an alternative to New Public Management (NPM): i.e. as a model which emphasizes impartiality, rule-following, expertise, and hierarchy rather than manipulation of incentive structures and market competition. In particular it has been argued that a system of meritocratic recruitment and predictable, long-term careers increases the professional competence of the bureaucrats and fosters a culture of professionalism among them. Still it is unclear how and under what conditions such a model can be adopted.Among main hindrances seems to be established power structures and the existing political and societal culture which undermine the effective implementation of the Weberian model. This book was published a s aspecial issue of the International Journal of Public Administration.

Book excerpt: Have you ever wondered what really makes Israeli culture tick? Israelism is a journey into the intricacies of Israeli national organizational culture. This culture created a miracle in the desert but also refuses to shed its childhood diseases, adding new illnesses as it matures. Israelism puts Israel on the operating table and, using professional, organizational psychology growth tools, shows how the decisions that shaped the organization called the "State of Israel" were reached. And what is it about that "charming" prickly exterior? This organization prioritizes intuition over strategy, sanctifies generals while sneering at academics, and holds empathy to be a sign of weakness and rudeness a sign of strength. The downside of this type of culture is presented along with insights into what makes organizational culture so relevant to the entrepreneurial scene. Israelis: It's time to think, re-evaluate, and reflect on our goals! Israelism exhorts the nation and its leaders, managers, and citizens to return to the only place where we have not gone for many years: back to the drawing board! It challenges us to think about our goals as a society and to learn about the managerial tools that can help fix what needs fixing as we move forward. Scroll up now to get your copy of Israelism!

Book Israeli Visions and Divisions

Download or read book Israeli Visions and Divisions written by Myron J. Arnoff and published by Routledge. This book was released on 2018-01-16 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: This finely etched, on-site work examines the relationships between the changing political system and political culture in Israel, with particular focus on the decade of the 1980s. Written by a scholar equally at home in the United States and in Israel, and intellectually equally at home in political science and anthropology, Israeli Visions and Divisions is a fundamental contribution to a literature long on passion and short on reason, which perhaps is an academic reflection of social life in this deeply troubled land.Aronoff starts from the belief that the basic conflicting and even contradictory interpretations over what should be the exact character of Israel as a Jewish state continues to be the source of the most serious division among Jews within contemporary Israel. As a consequence, consensus politics yields to coalition politics; and prospects for a future consensus are dim. Conflict among Jewish political and religious groups, and between Jews and Arabs, is aggravated by the uses of Zionist symbolism in a fragmented political culture. This is a serious critique made from a sympathetic quarter. Aronoff suggests that the Israeli political system is undergoing a crisis of political legitimacy, exemplified by the rise of extraparliamentary movements. The parliamentary system accentuates' these divisions by making every minor tradition and vision part of the legislative and executive processes.Israeli Visions and Divisions is not a pessimistic reading. The author is convinced that the way is open for a move away from particularism and tribalism, and toward a new universalism and humanism. The old policies have proven bankrupt, and th,e old ideologies have lost their salience. The book is rich in detail and profound in outlook. It will be greeted by those interested in new policies as well as by students of the Middle East who hope to piece together what has gone awry in the land of milk and honey.

Book Start up Nation

Download or read book Start up Nation written by Dan Senor and published by Twelve. This book was released on 2011-09-07 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: What the world can learn from Israel's meteoric economic success. Start-Up Nation addresses the trillion dollar question: How is it that Israel -- a country of 7.1 million, only 60 years old, surrounded by enemies, in a constant state of war since its founding, with no natural resources-- produces more start-up companies than large, peaceful, and stable nations like Japan, China, India, Korea, Canada and the UK? With the savvy of foreign policy insiders, Senor and Singer examine the lessons of the country's adversity-driven culture, which flattens hierarchy and elevates informality-- all backed up by government policies focused on innovation. In a world where economies as diverse as Ireland, Singapore and Dubai have tried to re-create the "Israel effect", there are entrepreneurial lessons well worth noting. As America reboots its own economy and can-do spirit, there's never been a better time to look at this remarkable and resilient nation for some impressive, surprising clues.

Book Work and Organizations in Israel

Download or read book Work and Organizations in Israel written by Yitzhak Samuel and published by Transaction Publishers. This book was released on with total page 454 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the State of Israel was established, its labor force has grown rapidly and has become increasingly diverse in terms of its demographic, cultural, ethnic, and socioeconomic characteristics. Israeli work values have shifted towards greater individualism, materialism, careerism, and preference for white-collar and knowledge-based occupations is evident. A major structural change is underway, as indicated by the decline of agriculture as a component in the Israeli economy and the growth of the industrial sector--mostly towards high technology and innovative enterprises. This volume sheds light on trends and developments that have been taking place in the realm of work in Israel in recent years. It contains a unique selection of articles presenting empirical evidence of the major features and important changes characterizing work organizations and the regime of work in Israeli society: labor relations, work values, power and management in organizations, work in the Kibbutz, inter-organizational relations, women and work, migrants and minorities in the Israeli labor force. Studies show that another two major trends characterize the contemporary economy and the labor market: the trend toward privatization and globalization, the results of which are a continuous decrease of job security and an increasing level of unemployed Israeli men and women that are replaced by the low-cost labor of foreign workers emigrating from third world countries. This timely volume is valuable for its contribution to illuminating the recent changes taking place in the realm of work in Israel, and will be of interest to sociologists, social scientists, and students of Judaica.

Download or read book Pulling Strings written by Brenda Danet and published by State University of New York Press. This book was released on 2012-02-01 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a book about the use of personal influence, protektzia, in Israel. All over the world, in both democratic and socialist societies, there exists some degree of recognition of the rights of citizens to complain about unjust treatment in organizational encounters. While the goals and actual functioning of complaint-handling devices may vary, bureaucratic role relations are ideally governed by the principles of universalism, specificity, and affective neutrality. In fact, patterns of actual behavior frequently differ dramatically from this model, giving rise to practices from bribery and embezzlement to nepotism, patronage, and what is referred to in the United States as "pulling strings." In Israel, protektzia is widespread. This book is a major contribution to the systematic sociological study of this phenomenon. Drawing on the literature on the functioning of public administration around the world, Danet develops a theory about the conditions under which deviations from universalistic norms occur, distinguishing four patterns of organizational culture. The theory is then tested in a case study of bureaucratic encounters in Israel. Danet's fascinating study brings new insights to the debate regarding the cultural contradictions that continue to confront the still-emerging Israeli society. The conclusions and classifications of her theory prove invaluable as well to all those interested iorganizational culture, comparative public administration, and dispute-processing in general.

Book The Oxford Handbook of Israeli Politics and Society

Download or read book The Oxford Handbook of Israeli Politics and Society written by Reuven Y. Hazan and published by Oxford University Press, USA. This book was released on 2021 with total page 725 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Few countries receive as much attention as Israel and are at the same time as misunderstood. The Oxford Handbook of Israeli Politics and Society brings together leading Israeli and international figures to offer the most wide-ranging treatment available of an intriguing country. It serves as a comprehensive reference for the growing field of Israel studies and is also a significant resource for students and scholars of comparative politics, recognizing that in many ways Israel is not unique, but rather a test case of democracy in deeply divided societies and states engaged in intense conflict. The handbook presents an overview of the historical development of Israeli democracy through chapters examining the country's history, contemporary society, political institutions, international relations, and most pressing political issues. It outlines the most relevant developments over time while not shying away from the strife both in and around Israel. It presents opposed narratives in full force, enabling readers to make their own judgments"--
