Book excerpt: In the last few years, issues related to human rights, including encouraging the democratization of Muslim societies from the Middle East to Southeast Asia, have acquired great importance in shaping the character of U.S.-Muslim relations and U.S. policy toward Muslim countries. An important impetus behind this development were the tragic events of 9/11, which demonstrated the destructive potential of militant groups that use a distorted interpretation of Islam as justification for their actions. These events also led to a greater realization by the United States--and the West--that a lack of democracy and lack of respect for human rights have been contributory factors to the rise of militant Islam. Consequently, in its approach toward the Muslim world, the United States has emphasized the themes of human rights and democracy. Within the Islamic world, too, both secular and moderate Islamists have begun focusing on issues related to human rights. Although many conservative Muslims believe that Islam is incompatible with Western notions of democracy and human rights, reformist Muslim thinkers and activists maintain that a proper reading of Islamic injunctions and the ethical values underpinning those injunctions shows there is no such incompatibility. Complicating the debate is the fact that many Muslims--secular as well as conservative and reformist--doubt the seriousness of the U.S. commitment to the cause of human rights and democracy in the Muslim world, believing that the United States applies human rights' standards selectively to suit its strategic and economic interests. Irrespective of the validity of these charges, they are part of the context of the U.S.-Muslim dialogue on human rights. And it is this complex dialogue that this volume seeks to advance.

The third part studies the impact of religion on foreign and security policy (Israel, UAE, UK, and Saudi Arabia). It explores how religion has been shaping each stage of the decision-making process, the position that religion holds in perceptions of stability in the post-2011 era, and the politics of ‘‘moderate Islam’’, arguing that even though ‘’moderate Islam’’ has been devised for creating ‘’soft power’’, it serves ‘’sharp power’’ as well.

Focusing on debates in both the center of the Caliphate and its periphery, the author argues that the relationship between Islam and secularism was one of accommodation, rather than simply conflict and confrontation, because Islam was the single most important source of legitimation in the modernization of the Middle East. Through detailed analysis of both official documents and the writings of the intellectuals who contributed to reforms in the Empire, the author first examines the general secularization process in the Ottoman Empire from the late 18th century up to the end of the 1920s. He then presents an in-depth analysis of a crucial case of secularization: the demise of Islamic Caliphate. Drawing upon a wide range of secondary and primary sources on the Caliphate and the wider process of political modernization, he employs discourse analysis and comparative-historical methods to examine how the Caliphate was first transformed into a "spiritual" institution and then abolished in 1924 by Turkish secularists. Ardıç also demonstrates how the book’s argument is applicable to wider secularization and modernization processes in the Middle East. Deriving insights from history, anthropology, Islamic law and political science, the book will engage a critical mass of scholars interested in Middle Eastern studies, political Islam, secularization and the near-global revival of religion as well as the historians of Islam and late-Ottoman Empire, and those working in the field of historical sociology and the sociology of religion as a case study.

Book excerpt: Since at least the attacks of September 11, 2001, one of the most pressing political questions of the age has been whether Islam is hostile to religious freedom. Daniel Philpott examines conditions on the ground in forty-seven Muslim-majority countries today and offers an honest, clear-eyed answer to this urgent question. It is not, however, a simple answer. From a satellite view, the Muslim world looks unfree. But, Philpott shows, the truth is much more complex. Some one-fourth of Muslim-majority countries are in fact religiously free. Of the other countries, about forty percent are governed not by Islamists but by a hostile secularism imported from the West, while the other sixty percent are Islamist. The picture that emerges is both honest and hopeful. Yes, most Muslim-majority countries are lacking in religious freedom. But, Philpott argues, the Islamic tradition carries within it "seeds of freedom," and he offers guidance for how to cultivate those seeds in order to expand religious freedom in the Muslim world and the world at large. It is an urgent project. Religious freedom promotes goods like democracy and the advancement of women that are lacking in the Muslim-majority world and reduces ills like civil war, terrorism, and violence. Further, religious freedom is simply a matter of justice--not an exclusively Western value, but rather a universal right rooted in human nature. Its realization is critical to the aspirations of religious minorities and dissenters in Muslim countries, to Muslims living in non-Muslim countries or under secular dictatorships, and to relations between the West and the Muslim world. In this thoughtful book, Philpott seeks to establish a constructive middle ground in a fiery and long-lasting debate over Islam.

Both celebrated and criticised for its reflections on Arab secularisation and secularism in the modern history of the Arab World, it is the only study to date to approach its subject as a set of historical changes which affected the regulation of the social, political and cultural order, and which permeated the concrete workings of society, rather than as an ideological discussion framed from the outset by the assumed opposition between Islam and secularism. The author takes a comprehensive analytical perspective to show that an almost imperceptible yet real, multi-faceted and objective secularising process has been underway in the Arab world since the 1850s. The early onset was the result of adapting to systemic novelties introduced at the time and a reaction to the perceived European advance and local retardation. The need for meaningful reform, and the actions taken in order to put in place a new organisation of state and society based on modern organisational and educational criteria, rather than older, religious traditions, stemmed from the perceived weakness of Arab polities and from an internal drive to overcome this situation. The book follows these themes into the close of the 20th century, marked with the rise of Islamism. A preface to the English translation takes a retrospective look at the theme from the vantage point of social, political and intellectual issues of relevance today.
