Moreover, the September 11, 2001 attacks on the United States underscored for the countries of the region the dangers of global terrorism, and resulted in increased U.S. attention and aid to fight the terrorist threat. In part as a result, many experts currently do not view the Balkans as a key region harboring or funding terrorists, in contrast to the Middle East, South Asia, Southeast Asia, and Western Europe. However, experts note that the region may play a secondary role in terrorist plans, as a transit point for terrorists, as well as for rest and recuperation. Moreover, they agree that the region's continuing problems continue to leave it vulnerable to terrorist groups in the future. U.S. officials have cited the threat of terrorism in the Balkans as an important reason for the need for continued U.S. engagement in the region. In addition to the need to take steps to directly combat terrorist infrastructure in the region, U.S. officials say that U.S. efforts to bring stability to the region also help to fight terrorism. They note that political instability, weak political and law enforcement institutions and poverty provide a breeding ground for terrorist groups. U.S. objectives are also outlined in the 9/11 Commission Report and the President's National Strategy for Combating Terrorism, which calls for the United States to work with other countries to deny terrorists sponsorship, support and sanctuary, as well as working to diminish the underlying conditions that terrorists seek to exploit.

This eye-opening book details how 15 years of misguided Western interventions, political scheming, and local mafia appeasement, compounded by a massive infusion of Arab cash, fundamentalist Islamic preaching and mosque-building have allowed radical Islamic groups to fill in the cracks between internal ethnic and religious schisms and take root in key areas of the Balkans. With all eyes currently focused on the widening conflict in the Middle East and the terrorist threat coming from the region, the West is in danger of overlooking a potent new battleground in the greater war on terror—the Balkans. This historically volatile region saw some of the worst violence of the late 20th century in the Yugoslav Wars of Secession. During these conflicts, stunningly shortsighted and politically motivated policies of the United States and its allies directly allowed Islamic mujahedin and terrorist-related entities to establish a foothold in the region—just as with the progenitors of the Taliban a decade earlier in Afghanistan. Although the 9/11 attacks caused a partial reassessment of Western policy, it may already be too late for a region still largely ignored. The proliferation of foreign fundamentalist groups has had a cancerous effect on traditional Balkan Islamic communities, challenging their legitimacy in unprecedented and often violent ways. Well-funded groups like the Saudi-backed Wahabbis continue to exploit internal schisms within local communities, while the international administrations in Bosnia and Kosovo have actually strengthened the grip of local mafia groups—business partners of terrorists. Worst of all, the Western peacekeepers' chronic don't rock the boat mentality has allowed extremist groups to operate unchallenged. Nevertheless, regional demographic and cultural trends, coinciding with an increasingly hostile attitude in the larger Muslim world over Western military actions and perceived symbolic provocations, indicate that the lawless Balkans will become increasingly valuable as a strategic base for Islamic radicals over the next two decades. Utilizing the post-al-Qaeda tactics of a decentralized jihad carried out through small, independent cells (leaderless resistance) while seeking to fundamentally and violently remold Muslim societies, such Balkan-based extremists pose a unique and tangible threat to Western security.

Book excerpt: The disintegration of Yugoslavia in the early 1990s ended the Yugoslavian Federation, which for nearly fifty years had succeeded in preserving a delicate coexistence among the ethnic, religious, and national components contained within it. Following this, the Balkans became a violent arena of confrontation due to these warring factions. Islamic Terror and the Balkans describes and analyzes the growth of radical Islam in the Balkans from its inception during the years of World War II to the present. Shay's account shows how the Bosnian War between the Muslims and the Serbs provided the historical opportunity for radical Islam to penetrate the Balkans, at a time when the Muslim world, headed by Iran and the various Islamic terror organizations, including Al-Qaida, came to the aid of the Muslims in Bosnia. In the framework of the mobilization of these entities in aiding the Muslim side in the conflict, the operational and organizational infrastructure of Iranian intelligence and the Revolutionary Guards was established, as well as those operated by other Islamic terror organizations. When war in Bosnia ended, terrorist infrastructures remained in the Balkans and served as a basis for these entities' intervention in the confrontation that developed in the Balkans in the late-1990s, specifically in Kosovo and Macedonia. Today, the Balkans serve as a forefront on European soil for Islamic terror organizations, which exploits this area to promote their activities in Western Europe, Russia, and other focal points worldwide. Shay's analysis of terror activity in the aftermath of the September 11 attacks and exposure of terror cells throughout the world, and particularly in Europe, attest to the increasing involvement of the "Balkan alumni" and of the terrorist infrastructure from this area in creating global terror activity.

The awareness of this is partially driven by the growing role of electronic media, bringing negative news and reports to nearly all homes, and partially by objective technical factors that allow the fast escalation of local crises to the international level. Globalization therefore has a strong subjective and objective impact on the understanding of security.

Book excerpt: Bosnia-Herzegovina, once thought to be on the way to joining the North Atlantic Treaty Organization (NATO) and the European Union (EU), is instead falling behind, mired in political bickering, economic stalemate, and governmental dysfunction. In this difficult situation, Islamism poses a significant threat to Bosnia's fragile domestic stability. Although the levels of Islamist terrorism and separatist movements are comparable to those elsewhere in Europe, they are particularly troublesome in Bosnia for two reasons. First, senior political and religious Bosniak (Muslim) leaders have long-standing ties to the Muslim Brotherhood and Islamist terrorism, including al-Qaeda and Iran, that they are very reluctant to abandon. Second, Islamism contributes significantly to Bosnia's dysfunction as a country. Calls to re-impose traditional Islamic law, or sharia, arouse opposition from Bosnian Serbs and Croats, as does the nostalgia for the Ottoman Empire and Islamic Caliphate shared by key Bosniak leaders, the Organization of Islamic Cooperation (OIC), and the Turkish government.

Finally, to destroy Al Qaeda, Gunaratna shows there needs to be a multipronged, multiagency, and multidimensional response by the international community.

This historical analysis covers both EU-internal and international counterterrorism policies and features an in-depth account of the EU’s reaction to the terrorist incidents in New York, Madrid and London. In the first few weeks after these incidents, the EU mobilised a complex but also incoherent set of policy measures, which significantly influenced the course of European security over the years. From a theoretical perspective, this volume argues that context-specific factors dominated over functionalist considerations in the EU’s fight against terrorism. Building on frameworks from public policy analysis, the author demonstrates that EU institutions played a critical role as policy entrepreneurs, while the many security measures were chosen on the basis of timing rather than significance. Such short-term political dynamics also explain the implementation deficits and persistent imbalances in the EU’s counterterrorism policy; limitations which still hinder its fight against international terrorism. This book will be of much interest to students of EU policy, counter-terrorism, European security, public administration, foreign policy, and IR in general.
