In this ambitious and topical book, a Muslim scholar and human rights activist envisions a positive and sustainable role for Shari‘a, based on a profound rethinking of the relationship between religion and the secular state in all societies. An-Na‘im argues that the coercive enforcement of Shari‘a by the state betrays the Qur’an’s insistence on voluntary acceptance of Islam. Just as the state should be secure from the misuse of religious authority, Shari‘a should be freed from the control of the state. State policies or legislation must be based on civic reasons accessible to citizens of all religions. Showing that throughout the history of Islam, Islam and the state have normally been separate, An-Na‘im maintains that ideas of human rights and citizenship are more consistent with Islamic principles than with claims of a supposedly Islamic state to enforce Shari‘a. In fact, he suggests, the very idea of an “Islamic state” is based on European ideas of state and law, and not Shari‘a or the Islamic tradition. Islam is particularly managed by the state. Muslim activists thus have to meticulously navigate these realities - in addition to being a minority community - in order to maximize their influence in the political system. Significantly, Muslim activists are not a monolith: there exists a multitude of political and theological differences amongst them. This study analyses the following categories of Muslim activists: Islamic religious scholars (ulama), liberal Muslims, and the more conservative-minded individuals. Due to constricting political realities, many activists attempt to align themselves with the state, and call upon the state to be an arbiter in their disagreements with other factions. Though there are activists who challenge the state, these are by far in the minority, and are typically unable to assert their influence in a sustained manner.

Islam was no longer the official religion of the state, the Sultanate was abolished and all Turkish citizens were declared equal without reference to religion. But though, in Azak's phrase, 'secularism was the central tenet of Kemalism', fear of a resurgent, even fanatical, Islam, continued to haunt the state. Azak's revisionist and original study sets out the struggle between religion and secularism but shows how Ataturk laboured for an idealised 'Turkish Islam' - the 'social cement' of the nation - stripped of superstition and obscurantism and linked to modern science and positivist philosophy. 'Turkish Islam' has retained its traditional forms in the modern state and Ataturk's Mausoleum dominates the capital and continues to inspire a popular, quasi-religious devotion.

Book excerpt: Written 40 years ago, Islam and Secularism is one of the most creative and original works of a Muslim thinker in the contemporary Muslim world. The author deals with fundamental problems faced by contemporary Muslims and provides real solutions, beginning with a discussion on 'The Contemporary Western Christian Background' in Chapter (I), followed by his analysis of the concepts (which he newly defines) of 'secular', 'secularization', and 'secularism' in Chapter (II). All this is then contrasted in Chapter (IV) of the book entitled 'Islam: The Concept of Religion and the Foundation of Ethics and Morality'. Based on all the preceding explanation, the author proceeds to analyze the Muslim 'dilemma' by declaring that it should be resolved primarily through what he calls the "dewesternization of knowledge" or, conversely, the "islamization of contemporary knowledge", an original concept conceived and elucidated by the author for the past five decades. Numerous original and profound ideas are contained in this book-arrived at chiefly through critical study of the Muslim tradition-such as the concepts of dīn, 'adl, ḥikmah, adab, ma'nā, and ta'dīb, and their significance in the development of an Islamic system of education. The rationale for the Islamization of contemporary knowledge and the establishment of a truly Islamic university was in fact provided for the first time in contemporary Muslim thought by this author long before the appearance of the present book, which explains these interconnected subjects more concisely. Further, the appendix entitled, 'On Islamization: The Case of the Malay-Indonesian Archipelago' is an actual explanation and application of the seminal ideas discussed in the book. This is a must-read for all Muslims and those concerned with the problems and effects of secularization in our world today. Islam and Secularism is a development of ideas contained in the many paragraphs of another book in Malay entitled: Risalah Untuk Kaum Muslimin, which the author wrote and completed during the first few months of 1974. Due to many circumstances which demanded the author's attention at home and ahmad, however, the Risalah has not yet been sent to the press. In this book, what is contained in Chapter III was composed and completed during the month of Ramaḍān of 1395 (1975), and delivered as a Lecture under the same title to the International Islamic Conference held in April 1976 at the Royal Commonwealth Society, London, in conjunction with the World of Islam Festival celebrated there that year. It was published as a monograph in the same year by the Muslim Youth Movement of Malaysia (ABIM), Kuala Lumpur, and in 1978 it appeared, together with other Lectures delivered on the same occasion by various Muslim scholars, in a book of one volume entitled: The Challenge of Islam, edited by Altaf Gauhar and published by the Islamic Council of Europe, London. All the other Chapters of the book were begun in March 1977 and completed in April of the same year, during my appointment as Visiting Scholar and Professor of Islamics at the Department of Religion, Temple University, Philadelphia, U.S.A., in the Winter and Spring of 1976-1977. What is contained in Chapter V was presented as a Paper entitled: "Preliminary Thoughts on the Nature of Knowledge and the Definition and Aims of Education", addressed to the First World Conference on Muslim Education held at Mecca in April 1977. It will appear, together with other selected Papers of the Conference, in a book entitled: Aims and Objectives of Islamic Education, edited with an introduction by the author and published by King Abdulaziz University and Hodder & Stoughton, London, 1979, as one of a series of seven books.

Book excerpt: Challenging the Secular State examines Muslim efforts to incorporate shari’a (religious law) into modern Indonesia’s legal system from the time of independence in 1945 to the present. The author argues that attempts to formally implement shari’a in Indonesia, the world’s most populous Muslim state, have always been marked by tensions between the political aspirations of proponents and opponents of shari’a and by resistance from the national government. As a result, although pro-shari’a movements have made significant progress in recent years, shari’a remains tightly confined within Indonesia’s secular legal system. The author first places developments in Indonesia within a broad historical and geographic context, offering a provocative analysis of the Ottoman empire’s millet system and thoughtful comparisons of different approaches to pro-shari’a movements in other Muslim countries (Saudi Arabia, Iran, Pakistan). He then describes early aspirations for the formal implementation of shari’a in Indonesia in the context of modern understandings of religious law as conflicting with the idea of the nation-state. Later chapters explore the efforts of Islamic parties in Indonesia to include shari’a in national law. Salim offers a detailed analysis of debates over the constitution and possible amendments to it concerning the obligation of Indonesian Muslims to follow Islamic law. A study of the Zakat Law illustrates the complicated relationship between the religious duties of Muslim citizens and the nonreligious character of the modern nation-state. Basing her findings on thirteen months of ethnographic work with the two parties in Lahore, Humeira Iqtidar proposes that these Islamists are involuntarily facilitating secularization within Muslim societies, even as they vehemently oppose secularism. This book offers a fine-grained account of the workings of both parties that challenges received ideas about the relationship between the ideology of secularism and the processes of secularization. Iqtidar particularly illuminates the impact of women on Pakistani Islamism, while arguing that these Islamist groups are inadvertently supporting secularization by forcing a critical engagement with the place of religion in public and private life. She highlights the role that competition among Islamists and the focus on the state as the center of their activity plays in assisting secularization. The result is a significant contribution to our understanding of emerging trends in Muslim politics.

He draws out the ambiguities in our concepts of the religious and the secular through a rich consideration of translatability and untranslatability, exploring the circuitous movements of ideas between histories and cultures. In search of meeting points between the language of Islam and the language of secular reason, Asad gives particular importance to the translations of religious ideas into nonreligious ones. He discusses the claim that liberal conceptions of equality represent earlier Christian ideas translated into secularism; explores the ways that the language and practice of religious ritual play an important but radically transformed role as they are translated into modern life; and considers the history of the idea of the self and its centrality to the project of the secular state. Secularism is not only an abstract principle that modern liberal democratic states espouse, he argues, but also a range of sensibilities. The shifting vocabularies associated with each of these sensibilities are fundamentally intertwined with different ways of life. In exploring these entanglements, Asad shows how translation opens the door for—or requires—the utter transformation of the translated. Drawing on a diverse set of thinkers ranging from al-Ghazālī to Walter Benjamin, Secular Translations points toward new possibilities for intercultural communication, seeking a language for our time beyond the language of the state.
