Book excerpt: In order to inform the Indiana State Board of Education's decision-making on Indiana's On My Way Pre-K Pilot program, researchers at the Center for Evaluation and Education Policy (CEEP) at Indiana University compiled existing data on ten states that have implemented pilot pre-Kindergarten (pre-K) programs and subsequently expanded these programs beyond the pilot phase. This technical report presents the results of this inquiry, including a review of research on pre-K programs, highlights and trends across the states, individual state profiles, and recommendations for Indiana. The ten states selected for this research were: Georgia, Illinois, Massachusetts, Michigan, Nebraska, Ohio, South Carolina, Tennessee, Virginia, and Wisconsin. These states were selected because they have piloted state-funded pre-K programs and subsequently expanded their programs beyond the pilot phase. Publicly-available data were examined on characteristics of state-funded pre-K programs. These characteristics were selected in order to provide comprehensive snapshots of state-funded pre-K programs in each state. The characteristics include: (1) history of program development and expansion; (2) funding source(s) and amounts; (3) quality standards for service providers; (4) eligibility requirements for students/families; (5) enrollment numbers; (6) number and types of service providers; and (7) measures of program effectiveness. The states with the highest amounts of total funding allocated to pre-K serve the most students. Most of the ten states provide funding for pre-K via general revenue funds, but a few use lottery funding. By contrast, the three states with the lowest levels of total funding (Nebraska, Ohio, and South Carolina) also enrolled the fewest children. All states have a minimum age requirement for children to be eligible for pre-K, generally three or four years old. Most states also utilize family income level as an eligibility factor, and some employ additional criteria to target at-risk children. States vary in terms of meeting or exceeding program quality benchmarks established by the National Institute for Early Education Research (NIEER) and outlined in research on effective pre-K programs. Book excerpt: Once considered a strategy to support working parents with child care needs, the majority of states now view access to high-quality preschool programs as a critical long-term economic investment in the future workforce. For the third year in a row both Republican and Democratic policymakers made significant investments in state-funded pre-K programs. This report is an analysis of 2014-15 appropriations by the 50 states, which found that 28 states plus the District of Columbia increased their investments in pre-K, and state investments in pre-K rose by 12 percent nationally. California led the nation with a 79 percent funding increase, to a total of $397,500,000. The findings in this report include: (1) A national overview of state funding for pre-K; (2) A state-by-state breakdown of total pre-K funding, as well as funding by program; and (3) Highlights of 2014 measures taken by four states: California, Hawaii, Indiana, and Maryland.

Book excerpt: The Indiana General Assembly increased the state grant funds for full-day kindergarten from $8.5 million for 2006/07 to $33.5 million for 2007/08. Following the increase in funding, the Indiana Department of Education and the Indiana State Board of Education requested assistance from Regional Educational Laboratory Midwest to analyze Indiana administrative data so that the agencies could report to the legislature on changes in full-day kindergarten enrollment and funding. This technical brief describes Indiana's full-day kindergarten enrollment patterns before and after the legislation (in 2006/07 and 2007/08) both in the state at large and in individual school corporations (equivalent to school districts) for all kindergarten students and disaggregated by student and school characteristics. Overall, full-day kindergarten enrollments in Indiana increased 20 percentage points over the study period, and the number of corporations that provided full-day kindergarten to more than 80 percent of their kindergarten students rose 26 percentage points.
