Book excerpt: Excerpt from Irrigation Works: Constructed by the United States Government As a modern activity of the Caucasian race, irrigation in the United States on any considerable scale seems to have had its beginning in Utah in the settlement of the Salt Lake Valley. The early settlements of California, New Mexico, and other arid States extended the practice of the early Spaniards and the Indians, and irrigation developed along with the slow settlement of these then remote regions. During the early history of irrigation farmers and groups of farmers naturally confined their efforts mainly to diverting small streams upon adjacent valleys where the slope of the country and the topography were such as to make the work easy and cheap. With the values of land then existing no expensive enter prise was practicable. Such development proceeding for nearly half a century, widely distributed over the arid region, irrigated in the aggregate a very large area of land. The farmers em ployed the cheapest class of construction and seldom counted their own time in computing costs, which are hence reported very low. The cost of well boring is considerably higher than in the South and West. Many farmers near the large cities use city water for irrigation, since, if the farm is small and the use of water is limited, it is thought to be cheaper than pumping. The usual cost of such water is $1 to per cubic feet, or $44 to $65 per acre - foot - a price which would certainly seem prohibitive to western irrigators, some of whom pay less than 1 per cent of these costs, and even where pumping is practiced, as in Santa Clara Valley, California, the average cost of raising water 65 feet is only per acre - foot, or 10 per cent of the above price. The success of irrigation under the conditions found in the East is due not to cheap water supply, but to the high value of crops grown and the careful distribution of the small quantity of water used. Book excerpt: Excerpt from Water Supply for Irrigation The total area upon which crops were raised by irrigation was, accord in g to the results obtained by the Eleventh Census, acres, or square miles. This applies to the year ending May 31, 1890, the census being taken during the following June. Comparing this area with the total land surface west of the one hundredth meridian, it is found to be approximately only four-tenths of 1 per cent. In other words, for every acre from which crops were obtained by irrigation there were nearly 250 acres of land most of which was not utilized in any way except for pasturage. The area of the land surface of the United States west of the one hundredth meridian and between it and the Pacific ocean is square miles, not including thirty-six counties of western Oregon and Washington. Within this great extent of country are nearly all possi ble combinations of soil and climate, ranging from the smooth, almost barren, plains with scanty vegetation to the high rough mountains, the peaks covered throughout the year with snow and the s10pes clothed with thick forests. In a broad way four great classes of land may be distinguished, according to the amount of moisture received or the water supply available, as shown principally by the character of the vegetation. Of this, 29 per cent is agricultural land included in farms, 12 per cent is cultivated, 5 per cent is irrigated, and 8 per cent is under irrigation projects completed or partly constructed. Of the total area of the state 15 per cent may ultimately be irrigated. From 1909 to 1920 there was an increase of 58 per cent of the irrigated area of the state, but irrigation construction was provided for a larger area. Lag of Profitable Farming Behind Irrigation Construction - The total area projects were equipped to irrigate in 1924 amounted to acres. Of this, acres, or about 18 per cent, were irrigable but not irrigated, and acres, or about 82 per cent, were irrigated but not all of this was fully improved. Only acres, or 71 per cent, were making good use of the water. In the projects in the state acres of non-agricultural land, which is nominally assessed, were included. This land contributes little revenue to the projects, but is included because the larger total acreage results in a smaller average cost per acre for construction, which helps in promotion and financing. In addition, there are approximately acres of irrigable land in projects for which construction has not yet been provided.
