When subdivided, it is sold for two to three times its value for grain-raising, and for many tracts the purchaser must provide the means Of irrigation. The colonizing Of subdivided lands has become a business and is in the main con ducted by reputable firms. A large block Of land is purchased and surveyed into small tracts with provision for roads and perhaps for a town site. Irrigation works may be provided or a demonstration well and pumping plant installed with the intention that the settlers should install private plants, using wells for Obtaining water. Pur Chasers are attracted by agents and advertising. Charges of fraud have been made and doubtless in some cases are justified, but wide publicity and Cooperation among real estate men are eliminating false and exaggerated statements. Intending settlers should exercise cau tion, view the property, compare it with Similar Offers, and be sure that they are getting good land well situated for a fair price. The value of farm land rests primarily on the quality of the soil and the value Of the crops which it will produce, but the price Of similar land varies with proximity to market, towns, and schools, with danger of floods and assessments for reclamation, with the kind of irrigation feasible, and with many other local factors. The formation Of an intelligent judgment will be assisted bya study of reports of the United States Bureau Of Soils, covering large parts Of the valley, which are given in the following list. In that brief period a great national movement has been organized, and more than invested by the Reclamation Service. Not only so, but it will require more to complete the projects now under way in the West, the Northwest and Southwest, and this amount will be expended in the next three years if Congress will meet the special exigency and advance the inoney. The results of this vast expenditure are placed at the service of the settler, at the actual cost of work done and without asking for interest on the money invested. Not a dollar has been taken from the pocket of the tax payer, and not an acre has gone into the hands of a speculator. The working of no system is perfect, but here the work has been safeguarded with much care, and has been done for the benefit of bona-fide settlers, and homes have been erected for many thousands under the most promising conditions: Opportunities have been made for a large body of citizens to own land - good land, passed upon by experts after careful examination land well watered, in area sufficient to support a family, and under the best irrigation systems which money and skill could construct. No charge has been made for the land. The land is given away under the terms of the Homestead Act, and the Government simply recovers the actual cost of the water. Where lands are held in private ownership, this ownership is limited to 160 acres, and the rest is required to be sold to actual settlers. The practical working of the Service is to reduce the acreage under one holding, and to provide as many homes as possible on the lands available for reclamation. Now it is worth while to ask what all this means. It is a new thing in our history. A new departure in the functions of government. What is behind it? This area embraces no tracts of sand, it is very fertile, and remarkably even in its structure. The soil contains from IO to 20 per cent. Of clay hence is strong and retentive of moisture. Some patches of salt lands exist in Lower California; but these are excluded from our estimate of good land, notwithstanding the fact that local experience has demonstrated that these salt lands are rendered clean and productive by the application of water. The sedimentary deposit is from 20 to 200 feet in depth. Vegetation. - A large part of the Lower California tract is covered with a dense vegetation. Groves of cottonwood, mesquite and willow alternate with areas covered with native grasses, arrow weed, greasewood and wild hemp. In the United States timber is found along the Salton and New Rivers. After heavy rains the country is covered with a heavy growth of pepper grass, which makes excellent forage for cattle.
