Book excerpt: The first Select Committee Report (18317F 131832) contains the text of legislation on Sunday Observance since the reign of Edward III. The committee's report on the laws and practices relating to Sunday observance and on violations of these laws resulted in acts passed in 1833 promoting the better observance of the Lord's Day. A Select Committee in 1846 investigated the Sunday opening of public houses in Scotland and the resulting disturbances caused at Divine Service by people who had just come out of public houses. However, in 1853, the Forbes MacKenzie Act was passed which closed public houses in Scotland completely on Sunday. An act similar to this was passed in England in 1854 but because of its obvious unpopularity was repealed the following year. By no means were all migrants forced to leave their country by circumstances; many looked forward to a better life abroad. They were largely opportunists rather than victims, whether financed by the state or by landlords or philanthropists, or, as was the case for the majority, by themselves or their families. This was a huge movement of people that formed part of a European exodus to the New World. In placing British and Irish migration alongside each other, there is recognition of the commonalities among both sets of emigrants that will surprise many readers. The poor condition of labourers in 1840s Dorset and Wiltshire were akin to those found in County Cork during the Famine years. The expanding British Empire had its own vision for the future of these peoples, which was expressed in 1837 by the Select Committee on Aborigines of the House of Commons. It was a vision of the steps necessary for them to become civilized, Christian, and citizens -- in a word, assimilated. This book provides the first systematic and comparative treatment of the social policy of assimilation that was followed in these three countries. The recommendations of the 1837 committee were broadly followed by each of the three countries, but there were major differences in the means that were used. Australia began with a denial of the aboriginal presence, Canada began establishing a register of all 'status' Indians, and New Zealand began by giving all Maori British citizenship.
