Book excerpt: Experts disagree on many aspects of the Iraq War, including the ways which American strategic mistakes led to the initial failures in creating effective Iraqi military, security, and police forces. There is little disagreement, however, over the fact the US should have done more in its invasion planning, during the invasion, and in the year that followed, to conduct stability operations, nation building, and establish security. There is also broad agreement among most analysts who have examined the way in which the US went to war in Iraq, and dealt with its Coalition allies and Iraqi exile groups, that the US failed to anticipate the threat of terrorism and insurgency. The Bush Administration planned for success. It did not accurately assess the problems an invasion would create in political, economic, social, and religious terms. It ignored warnings about the risk of ethnic and sectarian divisions, the need for large forces to secure the country, and the risk of "postwar" terrorism and insurgency. It saw the removal of Saddam Hussein as enough of a grand strategic goal, and did not see the need for a massive effort at stability operations and nation building.

Book excerpt: Iraq and the US face a critical transition during the period through 2011 and beyond. There is still a war to finish, but this is only part of the challenge both countries face. No one can be certain whether Iraq can achieve a stable level of political accommodation to deal with its internal problems. Iran seeks to expand it's influence, and Turkey will not tolerate a sanctuary for hostile Kurdish movements like the PKK. Arab support for Iraq remains weak, and Iraq's Arab neighbors fear both Shi'ite dominance and what that could mean in terms of Iran's role in Syria and Lebanon as well as Iraq. Even if it moves forward towards stability and political accommodation and largely ends the insurgency, it will be extremely difficult for Iraq to develop all of the security capabilities it needs for even the counterinsurgency mission before the full US withdrawal scheduled to take place by the end of 2011. This could force the US to hand over responsibility to the Iraqi Security Forces before these forces are fully able to do the job. It could also force the US to withdraw prematurely the US trainers and partner units that the IRS needs to secure the country and defend it from any threat from it's neighbors. ... Dealing with these issues will be a critical priority for the US for at least half a decade to come.

Despite that fact, Iraq's military performance, even after wresting control of its territory from the Islamic State, remains inconsistent at best. A survey of Iraqi military history suggests a pattern of strengths, weaknesses, and performance that includes courageous soldiers, cohesive units, incompetent leaders, divided loyalties, poor combat support, and weak institutions that have, on occasion, risen to the defense challenge. If the United States is going to be more successful in developing Iraqi military capabilities, it will need to change its approach to better account for the Iraqi Army's culture, history, and political environment. The United States will also have to be clear regarding the purpose of this cooperation. Security cooperation with Iraq is not just about defeating the Islamic State or other terrorist groups. The United States stands to gain when Iraq can play a constructive security role as an accepted member of the broader regional and international community. Iran cannot get the Iraqi military to that point, but the United States can. Thus, the long-term goal of US security cooperation with Iraq should be to establish its military as a valuable security partner, capable of participating in regional security arrangements, much in the same way Jordan, Saudi Arabia, and even Oman does. Of course, getting to that point depends on political developments the United States has limited ability to influence, much less control. Having said that, continued, steady engagement emphasizing the critical areas of development should serve to set conditions for meaningful improvement when political and social conditions permit. While no single measure is going to improve the Iraqi Army, taken together, the right combination give the Iraqi Army a chance to achieve a "tipping point" that enables the kind of reform that can allow it to get beyond its historic limitations.
