Book excerpt: Iraq is the most pressing foreign and security policy issue that the United States faces today. Continued failure to make Iraq stable and secure threatens to disrupt the Middle East not by catalyzing the spread of democracy but by exporting instability and conflict. If violence continues, Iraq's neighbors will use the country as a theater in which to pursue their own goals, including those at odds with Iraqi and U.S. interests. Iraq will remain a training ground for terrorist groups, threatening U.S. and allied security. Continued conflict in Iraq not only will remain extraordinarily costly in terms of U.S. lives and resources, but will also damage the credibility of the United States and the efficacy of U.S. forces. It also feeds perceptions around the world that the United States is engaged in a "war on Islam." The U.S. government needs to consider alternative strategies and approaches for reducing the violence in Iraq. Even if policy makers choose not to make major changes, adjustments to current policies might help improve the effectiveness of the U.S. effort. In light of the continuing violence in Iraq, U.S. policy makers continue to reexamine policy options and their repercussions. This monograph assesses a number of approaches that the U.S. government can consider in its efforts to reduce sectarian violence and stabilize Iraq, and presents recommendations that may help increase the likelihood of success. It also considers possible next steps to take, whether these efforts succeed or fail. The analysis in this monograph is based on more than a year of research, which included travel to the region and extensive interviews with U.S., Iraqi, and other specialists, analysts, and officials, as one component of the project "The U.S. Air Force Role in the Middle East." It involved a multidisciplinary team of researchers who brought their expertise in political, economic, and military strategic analysis to these important questions.

Yet that relationship is poorly understood in the West. The Iraq of today cannot easily be mapped on to a neat diagramme of sect, tribe, or party. The rentier structure of the state economy, the regime's manipulation of group identity to control the population, the emergence of a shadow state that distributes public goods to advance regime interests, and pervasive violence have transformed Iraq's socio-political landscape into dangerous and unfamiliar ground for intervention. These essays delineate the options now being debated in Washington and provide up-to-date assessments of how Iraqi state and society will respond to the impact of war and the removal of a deeply-rooted authoritarian regime.

Book excerpt: This thesis is an analysis of U.S. policy toward Iraq since the Gulf War. UN Security Council Resolution 687 was the formal cease-fire agreement ending the Gulf War, the resolution requiring the elimination of Iraqi weapons of mass destruction and created the UN Special Commission (UNSCOM). Attempts to gain Iraqi compliance with Resolution 687 consumed U.S. Iraq policy for nine years. In 1999, UNSCOM was disestablished without fulfilling its mandate. The Security Council then adopted Resolution 1284 in attempt to introduce a new inspection regime into Iraq. This thesis examines the factors required to successfully compel Iraqi compliance with Resolution 687 and now Resolution 1284. The findings of this research conclude that current U.S. policy toward Iraq does not contain elements needed to successfully compel Iraqi compliance. The thesis then offers three policy options to deal with Iraq. The advantages and disadvantages of each are discussed. The thesis concludes that although current policy does not support the re-entry of a viable inspection regime, current policy does support the overall U.S. objective of containing Iraq. It is argued that this policy should be maintained in the near-term while the United States fully develops regime change as a long-term strategy.
