Book excerpt: Many analysts have heralded the U.S. military's Revolution in Military Affairs (RMA), a qualitative improvement in operational concepts and weapons that transforms the nature and character of warfare. Focusing on military technology, most argue that the new sensor, surveillance, communications, and computational technologies will usher in a period in which U.S. military capabilities will far exceed those of potential competitors. Developments in such fields as nanotechnology, robotics, and genetic engineering will greatly influence new weapons designs of the twenty-first century. These discussions about military revolutions, however, too often ignore or only pay lip service to the role of military organization in improving combat capability. They downplay the relationship between organizational structure and outcomes, the difficulties of coordinating large organizations composed of many people and offices having specialized roles, and the challenges of calculation, attention, and memory that face individuals making decisions with inadequate or ambiguous information under short deadlines or stressful situations. Mark D. Mandeles argues that the key to future combat effectiveness is not in acquiring new technologies but rather in the Defense Department's institutional and organizational structure and its effect upon incentives to invent, to innovate, and to conduct operations effectively. Doing so requires the military establishment to resist incentives to substitute short-term technological gains for long-term operational advantages and to maintain incentives for effective long-term innovation.

Book excerpt: On July 3, 1988, the American navy ship USS Vincennes, a Ticonderoga-class guided missile cruiser operating in the Persian Gulf, shot down Iran Air Flight 655, an Airbus A300B2-203, on its way from Tehran to Dubai. All 290 people on board died. Iran Air 655 flew within its assigned corridor. The USS Vincennes thought it had to deal with an Iranian F-14 fighter jet. From this point of view it was simply a case of mistaken identity. It is amazing that a guided missile cruiser with extremely advanced electronic capabilities such as the USS Vincennes, equipped with an ultra modern system such as Aegis, could make such a case of mistaken identity. Although the U.S. had to pay damages, a clear admission of guilt, the officers and commander of the Vincennes received awards and decorations after all.

Reading is perhaps the essential practice of modern civilization. For centuries, it has been seen as key to both personal fulfillment and social progress, and millions today depend on it to participate fully in our society. Yet, at its heart, reading is a surprisingly elusive practice. This book tells for the first time the story of how American scientists and others have sought to understand reading, and, by understanding it, to improve how people do it. Starting around 1900, researchers—convinced of the urgent need to comprehend a practice central to industrial democracy—began to devise instruments and experiments to investigate what happened to people when they read. They traced how a good reader’s eyes moved across a page of printed characters, and they asked how their mind apprehended meanings as they did so. In schools across the country, millions of Americans learned to read through the application of this science of reading. At the same time, workers fanned out across the land to extend the science of reading into the social realm, mapping the very geography of information for the first time. Their pioneering efforts revealed that the nation’s most pressing problems were rooted in drastic informational inequities, between North and South, city and country, and white and Black—and they suggested ways to tackle those problems. Today, much of how we experience our information society reflects the influence of these enterprises.
