Book excerpt: High-Cost Universal Service Support, Federal-State Joint Board on Universal Service (US Federal Communications Commission Regulation) (FCC) (2018 Edition) The Law Library presents the complete text of the High-Cost Universal Service Support, Federal-State Joint Board on Universal Service (US Federal Communications Commission Regulation) (FCC) (2018 Edition). Updated as of May 29, 2018 In this document, the Federal Communications Commission (Commission) defines "sufficient" under section 254(e) of the Communications Act as an affordable and sustainable amount of support that is adequate, but no greater than necessary, to achieve the goals of the universal service program. The Commission finds that rural rates are "reasonably comparable" to urban rates if they fall within a reasonable range of the national average urban rate. The Commission concludes, on the basis of undisputed empirical evidence in the record, that the current non-rural high-cost support mechanism comports with the requirements of section 254. The Commission also grants, with modifications, the joint petition filed by the Wyoming Public Service Commission and the Wyoming Office of Consumer Advocate for supplemental high-cost universal service support for rural residential customers of Qwest, Wyoming's non-rural incumbent local exchange carrier. Updated as of May 29, 2018 In this document, the Commission adopts interim rules prohibiting all referrals for rewards programs (as described in the synopsis below) and any other form of direct or indirect inducements, financial or otherwise, to subscribe to or use, or encourage subscription to or use of, Internet Protocol Captioned Telephone Service (IP CTS); requiring each IP CTS provider, as a precondition to providing service to new IP CTS users, to register each new IP CTS user, to obtain from the user, as part of the registration process, self-certification that the user has a hearing loss that necessitates IP CTS to communicate in a manner that is functionally equivalent to communication by conventional voice telephone users, and where the consumer accepts IP CTS equipment at a price below $75 from any source other than a governmental program, to also obtain from the user a certification from an independent, third party professional attesting to the same; and requiring IP CTS providers to ensure that equipment and software used in conjunction with their service have a default setting of captions off at the beginning of each call, so that the consumer must take an affirmative step to turn on the captions each time the consumer wishes to use IP CTS. The Commission's action is intended to address certain practices related to the provision and marketing of IP CTS that appear to be contributing to a recent and dramatic spike in reimbursement requests to the Interstate Telecommunications Relay Service Fund (TRS Fund or Fund), of sufficient magnitude to constitute a serious threat to the Fund if not promptly and decisively addressed. Updated as of May 29, 2018 In this document, the Commission requires all commercial mobile radio service (CMRS) providers and providers of interconnected text messaging services (i.e., all providers of software applications that enable a consumer to send text messages to all or substantially all text-capable U.S. telephone numbers and receive text messages from the same) to provide an automatic "bounce-back" text message where a consumer attempts to send a text message to 911 in a location where text-to-911 is not available. The rules are adopted with the goal of reducing the risk of individuals sending text messages to 911 during an emergency and mistakenly believing that 911 authorities had received it, particularly during the transition to Next Generation 911 (NG911), when text-to-911 will be available in some areas sooner than others and may be supported by certain service providers but not by others. Book Advanced Methods to Target and Eliminate Unlawful Robocalls Us Federal Communications Commission Regulation Fcc 2018 Edition

Download or read book Advanced Methods to Target and Eliminate Unlawful Robocalls Us Federal Communications Commission Regulation Fcc 2018 Edition written by The Law The Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-10-06 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Advanced Methods To Target and Eliminate Unlawful Robocalls (US Federal Communications Commission Regulation) (FCC) (2018 Edition) The Law Library presents the complete text of the Advanced Methods To Target and Eliminate Unlawful Robocalls (US Federal Communications Commission Regulation) (FCC) (2018 Edition). Updated as of May 29, 2018 In this document, Commission issues new rules that protect consumers from unwanted robocalls by permitting voice service providers to proactively block telephone calls when the subscriber of a phone number requests that calls purporting to originate from that number be blocked, and when calls purport to originate from three categories of unassigned phone numbers: Invalid numbers, valid numbers that are not allocated to a voice service provider, and valid numbers that are allocated but not assigned to a subscriber. While such calls may appear to be legitimate to those who receive them, they can result in fraud or identity theft. To combat these scams, the new rules expressly authorize voice service providers to block these robocalls without running afoul of the FCC's call completion rules. To minimize blocking of lawful calls, the Commission encourages voice service providers that elect to block calls to establish a simple way to identify and fix blocking errors. The rules also prohibit providers from blocking 911 emergency calls. Book Rural Call Completion Us Federal Communications Commission Regulation Fcc 2018 Edition

This book was released on 2018-10-15 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rural Call Completion (US Federal Communications Commission Regulation) (FCC) (2018 Edition) The Law Library presents the complete text of the Rural Call Completion (US Federal Communications Commission Regulation) (FCC) (2018 Edition). Updated as of May 29, 2018 In this document the Federal Communications Commission (Commission) improves its ability to monitor problems with completing calls to rural areas, and enforce restrictions against blocking, choking, reducing, or restricting calls. The Report and Order applies the new rules to providers of long-distance voice service that make the initial long-distance call path choice for more than 100,000 domestic retail subscriber lines, counting the total of all business and residential fixed subscriber lines and mobile phones and aggregated over all of the providers' affiliates (referred to herein as "covered providers"). In most cases, this is the calling party's long-distance provider. Covered providers include LECs, interexchange carriers (IXCs), commercial mobile radio service (CMRS) providers, and VoIP service providers. These rules do not apply to intermediate providers. Covered providers must file quarterly reports and retain the call detail records for at least six calendar months. The Report and Order also allows qualifying providers to certify that they meet the conditions for a Safe Harbor that would reduce reporting and retention obligations. In addition, the Commission has delegated to the Wireline Competition Bureau, in consultation with the Enforcement Bureau, the authority to act on requests from qualified providers for waiver of these rules. The Report and Order also adopts a rule prohibiting all originating and intermediate providers from causing audible ringing to be sent to the caller before the terminating provider has signaled that the called party is being alerted.
