This dramatic multinationalization was considered as yet another sign of Korea's remarkable economic performance, especially as a high proportion of the foreign ventures were located in advanced countries. But this unbalanced quest for globalization actually tested the 'Korean model' to its limits; after the 1997 crisis a new policy prepared the way for a surge of inward investment. Using empirical tests and case-studies, this collection shows that Korean groups have invested in developed countries to jump over trade barriers, but also to source advanced technology and marketing capabilities. Moreover, their ambitious strategies have been stimulated by oligopolistic rivalry among the chaebols. In recent years Korea has tried to adopt a more market driven approach. However, differences within various institutions within the public and private sector led to policy confusion and ineffectiveness in meeting policy goals. The conclusion reached is that moving from an interventionist strategy to a market orientated strategy is difficult in this policy area. The book breaks new ground because it shows that while the conventional wisdom is that a 'market economy' approach is beneficial, moving from an interventionist policy to a market-orientated one is problematic and cannot be accomplished quickly.

Book excerpt: Koreas cross border capital flows have tended to respond negatively in global risk-off episodes, resulting in volatility in the foreign exchange market and occasional policy responses in the form of foreign exchange interventions. We study the relationship between Korean capital flows and global volatility up to 2018. The response of capital flows during risk-off episodes have become more muted over time, and occasional safe-haven type flows into Korean bond markets have helped counterbalance the tendency for portfolio investors to leave. We describe these changing patterns and relate them to shifts in Korea’s domestic investor base. We discuss whether they reflect a sustained shift in the sensitivity of Koreas capital flow pressures to global risk-off episodes, and implications for monetary and exchange rate policies.

This book is a study of development of the South Korean economy from the time of the cessation of the Korean War to date, based on available data with minimal historical description, focusing on investment, the sources and means of capital formation, which is one of the most critical factors that contributed to economic development, and the government role of in them for economic growth and structural changes. The approach in this study is more analytical (without being mathematical, statistical, or technical, but with supporting quantitative data) than historical.There are a number of studies on some aspects of capital formation and economic development in short articles, but there is no comprehensive study/analysis/book of capital formation and economic development of South Korea since the Korean War, other than this authors comprehensive study of capital formation and economic transformation of Korea before 1945 (1876-1945). Not only this book fills the void of study of the subject after the Korean War but it also complement my first volume.This study reveals a number of significant, though perhaps not all unique, patterns and characteristics of capital formation and economic development of South Korea. The combination of circumstances, approaches, and experiences in the country was in many respects unique in comparison to many developing and developed countries, including many Asian countries, such as Japan and China.

Given their characteristics and constraints, asset allocation of such institutional investors is dominated by 'traditional assets' such as stocks, bonds and cash. The recent global financial crisis increased uncertainty, and corresponding low interest rate trends have made it difficult for institutions to meet their own required returns. To accomplish higher and more stable return profiles, major institutional investors in Korea have begun restructuring asset allocation strategies, moving toward greater exposure in the real estate sector. In the context of this trend, where do Korean institutional investors stand on real estate investment? This thesis attempts to cast light on the current and future approaches to real estate investments by the major institutional investors in Korea, including major pension funds and insurance companies. To achieve this goal, the thesis is largely composed of two parts: (i) a prior investigation of real estate and Korean institutional investors with academic literatures and industry data and (ii) comprehensive interviews with Korean institutional investors and their external partners. As a prior investigation, academic literatures show that despite drawbacks, investments in real estate have clear benefits for institutional investors. The industry data clearly demonstrates that the growth of Korean investors' assets under management, intensifying competition in domestic markets, and recent low-interest market environments have all led Korean institutional investors to pay more attention to the global markets. Their real estate investment practices in the global market have been diversified in terms of the destination and property types. Analyzing key interview findings, the study reorganizes practical industry applications and compares them with the prior investigation. The thesis concludes that Korean institutional investors have attempted to establish their own asset allocation strategies based on each unique investment appetite and liability.

Book excerpt: Korea’s stars tell of an economy saddled with a real neutral rate (r-star) that has declined significantly in recent decades and is currently below zero. This reflects a significant decline in trend growth, and two large financial crises that triggered significant shifts in the saving-investment balance. Larger fiscal deficits and frothy financial conditions since 2012 have helped offset rising demand for safer assets, preventing the neutral rate from falling further. Nonetheless, the fall in the neutral rate, coupled with its effects on asset returns, has complicated the task of monetary policy stabilization. Korea’s neutral rate is likely to remain low over the medium-term and could fall further, reflecting a structural savings-investment imbalance owing to declining productivity and a rotation in demographics increasing the demand for precautionary saving and convenience yield, and widening the capital risk premia. The COVID pandemic risks magnifying these trends.
