Book excerpt: An Investment Framework for Nutrition: Reaching the Global Targets for Stunting, Anemia, Breastfeeding, and Wasting estimates the costs, impacts, and financing scenarios to achieve the World Health Assembly global nutrition targets for stunting, anemia in women, exclusive breastfeeding and the scaling up of the treatment of severe wasting among young children. To reach these four targets, the world needs US$70 billion over 10 years to invest in high-impact nutrition-specific interventions. This investment would have enormous benefits: 65 million cases of stunting and 265 million cases of anemia in women would be prevented in 2025 as compared with the 2015 baseline. In addition, at least 91 million more children would be treated for severe wasting and 105 million additional babies would be exclusively breastfed during the first six months of life over 10 years. Altogether, achieving these targets would avert at least 3.7 million child deaths. Every dollar invested in this package of interventions would yield between US$4 and US$35 in economic returns, making investing in early nutrition one of the best value-for-money development actions. Although some of the targets—especially those for reducing stunting in children and anemia in women—are ambitious and will require concerted efforts in financing, scale-up, and sustained commitment, recent experience from several countries suggests that meeting these targets is feasible. These investments in the critical 1000-day window of early childhood are inalienable and portable and will pay lifelong dividends—not only for children directly affected but also for us all in the form of more robust societies—that will drive future economies.

Investment in nutrition can yield high returns in terms of reduced health costs, increased productivity and improved human resources capacity and economic growth (Covic & and Hendriks 2016; Shekar et al. 2017). Nutrition policy-making and program interventions in developing countries fail to bring together several sectors that contribute to nutrition improvement. Since food systems influence the type of food produced, understanding relevant drivers of a country’s food system with an emphasis on nutrition can help to end malnutrition (Per Pinstrup-Andersen 2012a; HLPE 2017; Babu and Kataki 2003). In this paper, we adopt a food systems perspective to review Myanmar’s current food system. With the help of a review of the literature and two national consultative stakeholder workshops, we examine Myanmar’s current food system. This is a crucial step since it identifies gaps existing in the current policies/ strategies being implemented. After the review, we developed an AIT (analyze gaps, identify priority investment areas, and track progress) operational framework that can be used to increase the nutrition-sensitivity of a food system. Applying this framework to Agriculture Development Strategy (ADS), this paper presents an analysis of the gaps that need to be addressed to make ADS nutrition-sensitive, provide priority investment areas, and a tracking system which monitors the progress of these investments.

Book excerpt: Efficient Market Theory is based largely on the concept of crowd wisdom - that a large group of people casting their collective votes in the stock market produces correct stock prices and hence an "efficient market." However, we know from experience that the stock market is not entirely efficient, and sometimes produces wildly incorrect prices. This book explores the various criteria that are required for crowd wisdom to manifest in a financial marketplace, these being: 1) incentives; 2) independence; 3) diversity of opinion; 4) decentralization; 5) knowledge; and 6) rationality. A fundamental premise of this book is that a proper understanding of crowd wisdom criteria, and the ability to detect when these criteria are lacking in the market, is a significant benefit in identifying mispriced securities. In particular, this book explores the various behavioral and psychological biases that affect market participants, what we call the "Foolishness of the Crowd." The predictability of this Foolishness, i.e., the predictability of these biases in a crowd setting such as the stock market, produces reliable offsets from crowd wisdom, i.e., stock mispricings. This book then proposes an investment framework based in part on the investor's "inefficient rationale" - his articulated understanding, based on the above crowd wisdom criteria, as to exactly why the market is mispricing a particular stock. The investment framework also utilizes the wisdom from a select value investing crowd to both identify and help confirm good investment opportunities. The investor who adheres to this investment framework essentially places the full benefit of crowd wisdom and knowledge into his corner, including both the wisdom of the crowd and predictable departures from this wisdom.
