Il préconise la création par voie législative d’un conseil consultatif national indépendant sur la recherche et l’innovation (CCNRI). Ce nouvel organisme, qui travaillerait en collaboration étroite avec le nouveau Conseiller scientifique en chef (CSEC) du Canada, servirait à améliorer les processus en matière d’évaluation continue de l’ensemble des programmes. Le rapport recommande également que diverses améliorations soient apportées à la supervision des quatre organismes subventionnaires ainsi qu’à leur gouvernance, y compris la nomination d’un conseil de coordination présidé par le CSEC. D’autres changements viseraient à promouvoir la gestion du cycle de vie des installations de recherche d’envergure nationale ainsi qu’à améliorer les méthodes de.
