Ils soutiennent qu'elle est trop étroite et que son adoption ne faciliterait pas la prise de mesures à l'avenir pour modifier le Système de comptabilité nationale. Plus particulièrement, ils soutiennent que le concept de la R D requis aux fins du SCN devrait inclure une vaste gamme de co uts d'innovation dans le domaine des sciences et que ce concept plus large de la R D est mesurable. Enfin, les auteurs soutiennent que le non élargissement de la définition du capital de connaissances entraînera des conséquences sur le plan de la comparaison du PIB du Canada à celui d'autres pays, particulièrement notre partenaire commercial le plus important, les États Unis.
