This book was released on 2015-06-23 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: On August 9, 2014, Michael Brown, an unarmed African American high school senior, was shot by Officer Darren Wilson in Ferguson, Missouri. For months afterward, protestors took to the streets demanding justice, testifying to the racist and exploitative police department and court system, and connecting the shooting of Brown with the deaths of Trayvon Martin, Eric Garner, and other young black men at the hands of police across the country. In the wake of these protests, the Department of Justice launched a six-month investigation, resulting in a report that Colorlines characterizes as "so caustic it reads like an Onion article" and laying bare what the Huffington Post calls "a totalizing police regime beyond any of Kafka's ghastliest nightmares." Among the report's findings are that the Ferguson Police Department "Engages in a Pattern of Unconstitutional Stops and Arrests in Violation of the Fourth Amendment," "Detain[s] People Without Reasonable Suspicion and Arrest[s] People Without Probable Cause," "Engages in a Pattern of First Amendment Violations," "Engages in a Pattern of Excessive Force," and "Erode[s] Community Trust, Especially Among Ferguson's African-American Residents." Contextualized here in a substantial introduction by renowned legal scholar and former NAACP Legal Defense and Educational Fund president Theodore M. Shaw, The Ferguson Report is a sad, sobering, and important document, providing a snapshot of American law enforcement at the start of the twenty-first century, with resonance far beyond one small town in Missouri.

Available in PDF, EPUB and Kindle. Book excerpt: After Michael Brown, an unarmed young black man, was shot by Officer Darren Wilson in Ferguson, Missouri, rage followed. For weeks and months, citizens from all across the country descended on Ferguson to protest the killing, and demand justice. Similar incidents on Staten Island and in Baltimore focused these protests even more intensely. The US Department of Justice conducted an extensive investigation into Brown's shooting, and issued this report. The DOJ found extensive, longstanding, and institutionally accepted racism in the Ferguson police department. The report's details are chilling and, describe a department literally plotting against its most vulnerable citizens. Among the findings: Ferguson police stopped, frisked, detailed, and arrested African American citizens at far higher rates than white citizens, incarcerated far more African Americans, and created an atmosphere of intimidation approaching that of a fascist state. For anyone who wants to understand what happened in Michael Brown's case; who wants to understand why protestors took to the streets afterward; why many of their fellow citizens believe we live in two countries, separate and not equal; and why, in the 21st century, it is the police whom we must watch carefully and monitor for injustice, this scathing report will provide the answers.

Available in PDF, EPUB and Kindle. Book excerpt: The shooting of Michael Brown occurred on August 9, 2014, in Ferguson, Missouri, a suburb of St. Louis. Brown, an 18-year-old black man, was fatally shot by Darren Wilson, 28, a white Ferguson police officer. The disputed circumstances of the shooting and the resultant protests and civil unrest received considerable attention. On September 2014, the Justice Department initiated a civil rights investigation to examine concerns about the department's practices, as well as reviewing its internal investigations of use of force during the preceding four years. This report is the result of that investigation. Proceeds from every sale will be donated to programs that directly support Wounded Warriors. Book excerpt: The Civil Rights Division of the United States Department of Justice opened its investigation of the Ferguson Police Department ("FPD") on September 4, 2014. This investigation has revealed a pattern or practice of unlawful conduct within the Ferguson Police Department that violates the First, Fourth, and Fourteenth Amendments to the United States Constitution, and federal statutory law. Over the course of the investigation, we interviewed City officials, including City Manager John Shaw, Mayor James Knowles, Chief of Police Thomas Jackson, Municipal Judge Ronald Brockmeyer, the Municipal Court Clerk, Ferguson's Finance Director, half of FPD's sworn officers, and others. We spent, collectively, approximately 100 person-days onsite in Ferguson. We participated in ride-alongs with on-duty officers, reviewed over 35,000 pages of police records as well as thousands of emails and other electronic materials provided by the police department. Enlisting the assistance of statistical experts, we analyzed FPD's data on stops, searches, citations, and arrests, as well as data collected by the municipal court. We observed four separate sessions of Ferguson Municipal Court, interviewing dozens of people charged with local offenses, and we reviewed third-party studies regarding municipal court practices in Ferguson and St. Louis County more broadly. As in all of our investigations, we sought to engage the local community, conducting hundreds of in-person and telephone interviews of individuals who reside in Ferguson or who have had interactions with the police department. We contacted ten neighborhood associations and met with each group that responded to us, as well as several other community groups and advocacy organizations. Throughout the investigation, we relied on two police chiefs who accompanied us to Ferguson and who themselves interviewed City and police officials, spoke with community members, and reviewed FPD policies and incident reports.

Throughout the investigation, we relied on two police chiefs who accompanied us to Ferguson and who themselves interviewed City and police officials, spoke with community members, and reviewed FPD policies and incident reports. We thank the City officials and the rank-and-file officers who have cooperated with this investigation and provided us with insights into the operation of the police department, including the municipal court. Notwithstanding our findings about Ferguson's approach to law enforcement and the policing culture it creates, we found many Ferguson police officers and other City employees to be dedicated public servants striving each day to perform their duties lawfully and with respect for all members of the Ferguson community. The importance of their often-selfless work cannot be overstated. We are also grateful to the many members of the Ferguson community who have met with us to share their experiences. It became clear during our many conversations with Ferguson residents from throughout the City that many residents, black and white, genuinely embrace Ferguson's diversity and want to reemerge from the events of recent months a truly inclusive, united community. This Report is intended to strengthen those efforts by recognizing the harms caused by Ferguson's law enforcement practices so that those harms can be better understood and overcome. Ferguson's law enforcement practices are shaped by the City's focus on revenue rather than by public safety needs. This emphasis on revenue has compromised the institutional character of Ferguson's police department, contributing to a pattern of unconstitutional policing, and has also shaped its municipal court, leading to procedures that raise due process concerns and inflict unnecessary harm on members of the Ferguson community. Further, Ferguson's police and municipal court practices both reflect and exacerbate existing racial bias, including racial stereotypes. Ferguson's own data establish clear racial disparities that adversely impact African Americans. The evidence shows that discriminatory intent is part of the reason for these disparities. Over time, Ferguson's police and municipal court practices have sown deep mistrust between parts of the community and the police department, undermining law enforcement legitimacy among African Americans in particular.

Book The Ferguson Report An Erasure

Download or read book The Ferguson Report An Erasure written by Nicole Sealey and published by Knopf. This book was released on 2023-08-15 with total page 145 pages. Available in PDF, EPUB and Kindle. Book excerpt: A NEW YORKER BEST BOOK OF THE YEAR • A meditation on our times, cast through a reconsideration of the Justice Department's investigation of the Ferguson Police Department In August 2014, Michael Brown—a young, unarmed Black man—was shot to death by a police officer in Ferguson, Missouri. What followed was a period of protests and turmoil, culminating in an extensive report that was filed by the Department of Justice detailing biased policing and court practices in the city. It is a document that exposes the racist policies and procedures that have become commonplace—from disproportionate arrest rates, to flagrant violence directed at the Black community. It is a report that remains as disheartening as it is damning. Now, award-winning poet Nicole Sealey revisits the investigation in a book that redacts the report, an act of erasure that reimagines the original text as it strips it away. While the full document is visible in the background—weighing heavily on the language Sealey has preserved—it gives shape and disturbing context to what remains. Illuminating what it means to live in this frightening age, and what it means to bear witness, The Ferguson Report: An Erasure is an engrossing meditation on one of the most important texts of our time.

FBI agents, St. Louis County Police Department ("SLCPD") detectives, and federal prosecutors and prosecutors from the St. Louis County Prosecutor's Office ("county prosecutors") worked cooperatively to both independently and jointly interview more than 100 purported eyewitnesses and other individuals claiming to have relevant information. SLCPD detectives conducted an initial canvass of the area on the day of the shooting. FBI agents then independently canvassed more than 300 residences to locate and interview additional witnesses. Federal and local authorities collected cellular phone data, searched social media sites, and tracked down dozens of leads from community members and dedicated law enforcement email addresses and tip lines in an effort to investigate every possible source of information.

Book Policing Ferguson Policing America

Download or read book Policing Ferguson Policing America written by Thomas Jackson and published by Skyhorse. This book was released on 2017-07-25 with total page 237 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the fatal shooting in broad daylight of unarmed African American Michael Brown by a white cop in August 2014, Ferguson, Missouri became the scene of protests that pitted law enforcement against locals and Black Lives matter activists. The media firestorm has not waned, and, in fact, has grown stronger in light of all the recent violence by and against police officers nationwide. According to Ferguson’s former police chief Tom Jackson, the uninformed media actually fans the flames of unrest and exploits the situation: infotainment optics have become more important than truth, while social media spreads the news without providing context. Policing Ferguson, Policing America is the book that finally tells the inside story of what happened in Ferguson, and how good guys became the bad guys through media and political distortion. Pressure is at a boiling point. In 2016, America has been rocked by heart-wrenching fatal shootings of African Americans by police officers in Louisiana and in Minnesota, and by the shootings of police offers in Dallas, Baton Rouge, and Kansas City that left eleven officers dead and a dozen more wounded. To many Americans, the central theme of this continuing bloody story is one of racial injustice and out-of-control policing. Policing Ferguson, Policing America brings common sense and a keen insider’s understanding to a complex story. Black Lives Matter, and so do the lives of cops. Citizens and law-enforcement professionals alike feel the urgent need for our systems and procedures to change for the better. Few people are in a better position to explore the issues than Chief Jackson. In Policing Ferguson, Policing America, Jackson tells for the first time the real Ferguson story while sharing his thoughts about the steps we can take together to improve all Americans’ lives, and restore the vital trust between the police and the communities they serve. His well-informed recommendations just may improve this dire situation.

Available in PDF, EPUB and Kindle. Book excerpt: Winner, 2018 Law & Legal Studies PROSE Award The consequences of big data and algorithm-driven policing and its impact on law enforcement In a high-tech command center in downtown Los Angeles, a digital map lights up with 911 calls, television monitors track breaking news stories, surveillance cameras sweep the streets, and rows of networked computers link analysts and police officers to a wealth of law enforcement intelligence. This is just a glimpse into a future where software predicts future crimes, algorithms generate virtual “most-wanted” lists, and databanks collect personal and biometric information. The Rise of Big Data Policing introduces the cutting-edge technology that is changing how the police do their jobs and shows why it is more important than ever that citizens understand the far-reaching consequences of big data surveillance as a law enforcement tool. Andrew Guthrie Ferguson reveals how these new technologies —viewed as race-neutral and objective—have been eagerly adopted by police departments hoping to distance themselves from claims of racial bias and unconstitutional practices. After a series of high-profile police shootings and federal investigations into systemic police misconduct, and in an era of law enforcement budget cutbacks, data-driven policing has been billed as a way to “turn the page” on racial bias. But behind the data are real people, and difficult questions remain about racial discrimination and the potential to distort constitutional protections. In this first book on big data policing, Ferguson offers an examination of how new technologies will alter the who, where, when and how we police. These new technologies also offer data-driven methods to improve police accountability and to remedy the underlying socio-economic risk factors that encourage crime. The Rise of Big Data Policing is a must read for anyone concerned with how technology will revolutionize law enforcement and its potential threat to the security, privacy, and constitutional rights of citizens. Read an excerpt and interview with Andrew Guthrie Ferguson in The Economist.
