Book excerpt: Nationwide, over 1,000 fatalities and 40,000 injuries occur annually in work zones, which include both construction zones and areas where maintenance is performed. The majority (85%) of work zone accidents result from unsafe driver behavior, and vehicle speed is often a factor in work zone crashes. In order to address speed and driver behavior near work zones, roadway agencies have developed different traffic calming measures. The objective of this research is to summarize the effectiveness of different traffic calming treatments for reducing speeds in work zones. This project identified work zone traffic calming treatments for which information has not been well summarized, identified state of the art and new technologies for work zone traffic calming and synthesized research related to items 1 and 2.

Book excerpt: A fully interactive PC-based STISIM driving simulator was used to test the effectiveness of Intelligent Lane Control Signals (ILCS). The participants were 160 licensed drivers from four age groups: 18-24, 32-47, 55-65, and 70+ years of age. Each participant drove three times in a counterbalanced order. In each trial, after driving five miles in the center lane of a six-lane highway where the speed limit was 65 mph, they encountered five sets of ILCSs that occurred at half-mile intervals. These ILCSs presented (1) 45-mph speed limit messages; (2) 35-mph speed limit messages; (3) a yellow lane closure warning; (4) one of three merge messages that used a diagonal arrow, or words, or dynamic chevrons to indicate that drivers should move from the center lane; (5) a red lane closure warning. Analysis of lane position data showed that the diagonal arrow merge sign was the most effective; participants moved from the center lane 266 feet before reaching the diagonal arrow merge sign, 123 feet before reaching the dynamic arrow merge sign, and 54 feet before the merge sign with words. Analysis of driving speed data indicated that the speed limit signs were effective. Before the 45-mile speed limit was visible, participants drove at 63 mph. When the 45-mph speed limit was visible, they reduced speed by approximately 10 mph. Then on the approach to the 35-mph speed limit, they reduced speed by a further 14 mph-on average, they were driving at 38.7 mph shortly after passing the 35-mph speed limit.

Book excerpt: Many rural communities have developed around highways or major county roads; as a result, the main street through small rural communities is often part of a high-speed rural highway. Highways and county roads are characterized by high speeds outside the city limits; they then transition into a reduced speed section through the rural community. Consequently, drivers passing through the community often enter at high speeds and maintain those speeds as they travel through the community. Traffic calming in small rural communities along major roadways is common in Europe, but the U.S. does not have experience with applying traffic-calming measures outside of major urban areas. The purpose of the project was to evaluate traffic-calming treatments on the major road through small Iowa communities using either single-measure low-cost or gateway treatments. The project was partially funded by the Iowa Highway Research Board (IHRB). The focus of the IHRB portion was to evaluate single-measure, low-cost, traffic-calming measures that are appropriate to major roads through small communities. The research evaluated the use of two gateway treatments in Union and Roland; five single-measure treatments (speed table, on pavement "SLOW" markings, a driver speed feedback sign, tubular markers, and on-pavement entrance treatments) were evaluated in Gilbert, Slater, and Dexter.

Book excerpt: The performances of intersections and driveway access points are crucial to a road network in terms of efficiency and safety. Driver behavior and traffic flow characteristics at these locations are relatively complex. To better understand these issues and potentially provide guidance to engineers in their designs, a series of studies were performed on the driver behavior and traffic characteristics at intersections and driveway access points based on field experiments or observations. First, a countdown timers study was performed in China about their influences on driver behavior. It was found that the presence of countdown timers may encourage yellow running behavior and late entry into intersections in China. Second, a phase gradient method was proposed for the general application purpose to the studies of driver behavior and traffic characteristics at signalized intersections. A case study on red-light cameras was performed at Knoxville, TN. Third, a study was performed to learn the legal issues and arguments about the usage of red-light cameras for the purpose of generating profits. A variety of engineering measures, mainly dealing with the setting of the traffic signal, which could be potentially used by municipalities or camera vendors to trap red-light runners and thus generating more revenues from the camera system are discussed. Finally, an experiment was conducted to simulate the right-turn issues, which impact the safety and operation efficiency at intersections or driveway access points. Two turn lane geometric parameters, angle-of-turn and tangent, and their influences on driver behavior and traffic flow characteristics were studied.
