This world of movement calls for new ideas and institutions to govern people’s health, above all in Africa, where the movements and health challenges are the most acute. This book insightfully explores these challenges in ways that put the perspectives of Africans themselves at centre stage. It begins with the long central and still compelling African health challenge of combating the pandemic of HIV/AIDS. It then examines the global governance responses by the major multilateral organizations of the World Bank and the World Trade Organization and the newer informal flexible democratically oriented ones of the Group of Eight. It also addresses the compounding health challenge created by climate change to assess both its intensifying impact on Africa and how all international institutions have largely failed to link climate and health in their governance response. It concludes with several recommendations about the innovative ideas and institutions that offer a way to closing the great global governance gaps and thus improving Africans’ health and that of citizens beyond.

Book excerpt: One of the key principles for effective aid programmes is that recipient agencies exert high degrees of ownership over the agendas, resources, systems and outcomes of aid activities. Sovereign recipient states should lead the process of development. Yet despite this well-recognised principle, the realities of aid delivery mean that ownership is often compromised in practice. Aid, Ownership and Development examines this ‘inverse sovereignty’ hypothesis with regard to the states and territories of the Pacific Island region. It provides an initial overview of different aid ‘regimes’ over time, maps aid flows in the region, and analyses the concept of sovereignty. Drawing on a rich range of primary research by the authors and contributors, it focuses on the agencies and individuals within the Pacific Islands who administer and apply aid projects and programmes. There is indeed evidence for the inverse sovereignty effect; particularly when island states and their small and stretched bureaucracies have to deal with complex and burdensome donor reporting requirements, management systems, consultative meetings and differing strategic priorities. This book outlines important ways in which Pacific agencies have proved adept not only at meeting these requirements, but also asserting their own priorities and ways of operating. It concludes that global agreements, such as the Paris Declaration on Aid Effectiveness in 2005 and the recently launched Sustainable Development Goals, can be effective means for Pacific agencies to both hold donors to account and also to recognise and exercise their own sovereignty.

The varied and interchangeable uses of legal sovereignty, political sovereignty and metaphysical sovereignty in contemporary debates have resulted in a situation where the word ‘sovereignty’ itself has become something of a non-concept. Panu Minkkinen shows here how these three perspectives have informed one another, by addressing their shared relationship to law, and to the ‘autocephalous’ function of sovereignty; that is, the attempt to provide a single source and foundation for law, power, and self-knowledge. In Walled States, Waning Sovereignty, Wendy Brown considers the recent spate of wall building in contrast to the erosion of nation-state sovereignty. Drawing on classical and contemporary political theories of state sovereignty in order to understand how state power and national identity persist amid its decline, Brown considers both the need of the state for legitimacy and the popular desires that incite the contemporary building of walls. The new walls—dividing Texas from Mexico, Israel from Palestine, South Africa from Zimbabwe—consecrate the broken boundaries they would seem to contest and signify the ungovernability of a range of forces unleashed by globalization. Yet these same walls often amount to little more than theatrical props, frequently breached, and blur the distinction between law and lawlessness that they are intended to represent. But if today's walls fail to resolve the conflicts between globalization and national identity, they nonetheless project a stark image of sovereign power. Walls, Brown argues, address human desires for containment and protection in a world increasingly without these provisions. Walls respond to the wish for horizons even as horizons are vanquished.

Previous research has focused on the pursuit of decolonial self-determination through and above the nation state, via regionalism and internationalism, or by creating non-sovereign alternatives to it. This book looks at how communities have sought the same goals below the state, including via secession and devolution. Downsizing is typically portrayed as the antithesis of progressive, cosmopolitan internationalism and employed as evidence for the claim that the age of anticolonial self-determination has ended. In this book, Jack Corbett shows how these movements are animated by similar ideas and motivations that are rendered viable by the simultaneous pursuit of regional integration and forms of non-sovereignty. He argues that the à la carte pursuit of political and economic independence through, above, and below the state, and via non-sovereign alternatives to it, is a pragmatic response to the contradictions inherent to coloniality.
