Reliance on contractors to support core missions, however, can place the government at risk of transferring government responsibilities to contractors. In April 2009, the Secretary of Defense announced his intent to reduce DoD's reliance on contractors. In 2008, the DoD was required compile an annual inventory of the number of contractor employees working and the functions and activities they performed. This report assessed: (1) the approaches DoD used to compile the FY 2009 inventories and how the approaches have changed; and (2) how the inventories have been reviewed and used to inform workforce decisions. Specifically, we reviewed procedures and controls used by DoD inventory managers to ensure that repairable item assets included in the Phase 2 management of the Nonconsumable Item Program were properly reported to the designated primary inventory control activities. We did not evaluate the provision of the Nonconsumable Item Program that dealt with secondary inventory control activities communicating their requirements to primary inventory control activities. Also, because of recent actions taken by the Deputy Under Secretary of Defense (Logistics), we did not evaluate the process of converting Phase 1 items to Phase 2 items. The history and status of the Nonconsumable Item Program is discussed in Appendix C, Other Matters of Interest.

Book excerpt: In January 1990, the Comptroller General identified the Department of Defense's (DOD) inventory management as an area of particular risk for mismanagement, fraud, and abuse. The Office of Management and Budget has also identified this as a vulnerable area. Over the last 20 years, we have issued more than 100 reports dealing with specific aspects and problems in DOD's inventory management. In May 1986, we issued a summary report of over 300 prior DOD and GAO reports discussing problems in accountability and security of DOD inventories which showed that most of the systemic problems identified have existed for years. DOD promised corrective actions in response to our recommendations and it has made improvements in some specific areas, such as improving or amending policies and procedures for following up inventory inaccuracies. However, these corrective actions have not been effectively implemented, and the basic problems in DOD's inventory management remain. This report summarizes past work we have done in DOD's inventory management and related areas.

Book excerpt: An Inspector General, DoD, Report of Investigation issued on August 28, 2000, indicated that the investigation was complicated by incomplete Office of the Secretary of Defense (OSD) inventory records for information technology equipment, such as personal computers. In addition, the investigation identified security issues concerning the disposal of personal computer hard drives. As a result, we initiated an audit of information technology equipment management at the OSD. The Director, Washington Headquarters Services (WHS) is responsible for managing the information technology equipment program for the OSD, the WHS, and other assigned DoD activities. The Director, Information Operations and Reports, WHS, is responsible for reviewing automated information systems requirements for those organizations and ensuring that DoD standardization, interoperability, security, and information-sharing requirements are met. Also, the Director, Information Operations and Reports, has the responsibility to maintain and operate an automated centralized inventory control system that is compatible with other DoD-wide inventory systems. The WHS system included records for about 34,000 items of information technology equipment with a total value of $99.8 million. The inventory of information technology equipment included central processing units, hard drives, personal computers, and computer monitors.
