Book excerpt: This comparative attempt, intended for postgraduates and scholars of Eastern-Central Europe, investigates the political, economic, and cultural landscape of Habsburg Galicia and the Romanian Kingdom in the second half of the 19th century. Often, in historiography and in the public sphere alike, the two cases under study have been separately regarded as contexts that provided atypical answers to modernity, and parts of a region that has been regarded as atypical in itself. Recently, efforts have been made to integrate each of the cases in a post-imperial paradigm, identifying the complex interactions between their socio-political modernisation and historical memory. This book continues this trend by investigating for the first time the two cases together, as parts of a space of alterity, as labs of shifting ideologies and labels. The public figures and the institutions depicted in the book are physically located in Central and in Eastern Europe, but by sometimes competing experiences they are illustrative for several identities and historical realms, local, regional, and continental. Secondly, the current work addresses dilemmas related to Nationalism and nation building, for the sake of separating those discourses which reflected on civic nationalism from those which directed the public mind to the values of ethnic nationalism.

The Danube route integrated the two principalities into a dense network of European roads and waterways. From the 1830s to the 1860s, steamboat transport transformed time and space for the areas that benefited from regular services. River traffic accelerated urban development along the Lower Danube and contributed directly to institutional modernization in one of Europe’s peripheries. Beyond technological advances and the transportation of goods on a trans-imperial waterway, steamboat travel revolutionized human interactions, too. The book offers a fascinating insight into the social and cultural milieu of the nineteenth century, drawing on first-hand accounts of Danube cruising. The analysis emphasizes the fusion between nationalism and liberalism, and the emancipatory impact national-liberalism had on the transition from the Old Regime to the modern order of the nation-state. While emphasizing liberalism's many achievements, the study critically scrutinizes the liberal doctrine of legal-political “capacity” and the dark side of nationalism, marked by tendencies toward exclusion. It highlights the challenges nascent liberal democracies face in the process of consolidation and the enduring appeal of illiberalism in periods of upheaval, represented mainly by nativism. Modern revolutionaries are believers, no less committed and intense than were Christians or Muslims of an earlier era. What is new is the belief that a perfect secular order will emerge from forcible overthrow of traditional authority. This inherently implausible idea energized Europe in the nineteenth century, and became the most pronounced ideological export of the West to the rest of the world in the twentieth century. Billington is interested in revolutionaries--the innovative creators of a new tradition. His historical frame extends from the waning of the French Revolution in the late eighteenth century to the beginnings of the Russian Revolution in the early twentieth century. The theater was Europe of the industrial era; the main stage was the journalistic offices within great cities such as Paris, Berlin, London, and St. Petersburg. Billington claims with considerable evidence that revolutionary ideologies were shaped as much by the occultism and proto-romanticism of Germany as the critical rationalism of the French Enlightenment. The conversion of social theory to political practice was essentially the work of three Russian revolutions: in 1905, March 1917, and November 1917. Events in the outer rim of the European world brought discussions about revolution out of the school rooms and press rooms of Paris and Berlin into the halls of power. Despite his hard realism about the adverse practical consequences of revolutionary dogma, Billington appreciates the identity of its best sponsors, people who preached social justice transcending traditional national, ethnic, and gender boundaries. When this book originally appeared The New Republic hailed it as "remarkable, learned and lively," while The New Yorker noted that Billington "pays great attention to the lives and emotions of individuals and this makes his book absorbing." It is an invaluable work of history and contribution to our understanding of political life.
