The decisive turn in the national outlook that has taken place after the famine of 1891-92, and also a series of new factors and circumstances in the economic and social life of the country which had been crystallised at that time and had in their turn conditioned new tendencies and aspirations in our national policy and in the governmental activity the con struction of the Siberian railroad and the far-eastern policy) these facts form a sufficient basis for the treatment of the last eight years of the nineteenth century together with the first years of the twentieth century as a separate period serving as a direct prelude to the great events that were displayed before our very eyes in 1904-1906.
