Book excerpt: Democracy is perhaps the defining characteristic of modern Western society, but even as late as the nineteenth century it was often viewed with suspicion by many who saw it as akin to anarchy and mob rule. It was not until the French and American revolutions of the eighteenth century that electoral democracy began to gain momentum as a serious force, which was eventually to shape political discourse on a broad, international scale. Taking as its focus the French Revolution, this book explores how the experience in France influenced the emergence of electoral democracy, arguing - contrary to recent revisionist studies - that it was indeed the progenitor of modern representative democracy. Rejecting the revisionist semiotic approach to political culture; it instead adopts a definition emphasizing the shared values that govern political behavior, arguing that the Revolution's essential contribution to modern political culture is its concept of citizenship, embracing widespread political participation. In a broader sense, the book studies the grass-roots democracy, focusing on participation in the primary and secondary electoral assemblies. It is primarily concerned with electoral behavior and practices: how can we explain the electoral process and its results? It analyzes electoral procedures and practices, and voter turnout, based on extensive quantitative data. While focused on political history, this work also examines political sociology, giving careful attention to the occupational composition of elected officials. While acknowledging the democratic shortcomings of the French Revolution (the absence of political parties, electoral campaigns, and declared candidates), the book’s comprehensive study of revolutionary elections concludes that, together with its American counterpart, the French Revolution did indeed give birth to modern electoral democracy. He argues for the possibility and desirability of rigorously attentive but "pre-theoretical" reading. His approach privileges particularity and attempts to respect the "resistant structures" of texts. He opposes theories, critical and historical, that dictate in advance what texts must—or cannot—say or do. The first part of the book, "Against Schemes," demonstrates, in discussions of Rosemond Tuve, Stephen Greenblatt, and Stanley Fish among others, how both historicist and purely theoretical approaches can equally produce distortion of particulars. The second part, "Against Received Ideas," shows how a variety of texts (by Shakespeare, Donne, Herbert, and others) have been seen through the lenses of fixed, mainly conservative ideas in ways that have obscured their actual, surprising, and sometimes surprisingly radical content.

Important homme d’état, Michel de Marillac (1560-1632) served the French Crown as councillor in the Parlement de Paris, maître des requêtes under Henry IV, and conseiller du roi under Louis XIII. Become a conseiller d’état, he was named Surintendant des finances (from August 1624 to June 1626), then Garde des Sceaux until his disgrace in mid-November 1630, after the famous Day of Dupes. By his intelligence, energy, experience and probity, he was one of the most significant figures in the reign of Louis XIII. Marillac was the principal author of the Ordonnance de 1629, the largest ever codification of French law, which was known familiarly by his name: the “Code Michau”. Chief of the dévot party, he was among the most influential lay persons active in the establishment in France of the Reformed Carmelites (1602-1604), the Ursulines (1610) and the Oratorians (1611). He achieved one of the best translations of Thomas à Kempis’s Imitation of Christ and a translation of the Psalms, and was the author of several other scholarly works.

Book excerpt: This lively and sophisticated study describes the opinions and attitudes of the electors in one electoral district (Vancouver-Burrard) during the federal and provincial elections held from 1963 to 1965. Based on interviews with a random sample of 800 people in the riding, it examines voting patterns in relation to age, sex, religion, ethnicity, social class, party preference, knowledge of politics, and level of education. Using these data Professor Laponce measures and identifies the distinguishing characteristics of voters and non-votes; of Liberals, Conservatives, New Democrats, and Social Creditors; of party "faithfuls" and party "migrants" (in particular those who support different parties in provincial and federal elections); and it describes the electors' attitudes to the parties competing for their support. The results of the study are compared to the results of surveys carried out in other parts of Canada, Britain, and the United States. Important sociologically for its contribution to research in the establishment of universal political patterns, this study also has immediate application to present political events in Canada and the United States.
