This project initiated implementation of previous research findings through a series of workshops and through the development ofthis guideline report for Texas Department of Transportation (TxDOT) consideration. The guidelines in this report could facilitate TxDOT support of local smart growth programs where initiated by local agencies, and could help TxDOT support local smart growth initiatives through typical TxDOT projects or the enhanced TxDOT policies. The report explains how smart growth can be an asset to TxDOT, and relates how basic smart growth principles are consistent with TxDOT's goals under its Strategic Plan.

Among its principles are leveraging existing infrastructure, developing around transit, providing a mix of housing types and price ranges, and increasing community participation in the planning process. However, research suggests the comprehensive approach at times obscures potential tensions between these principles, in particular when Smart Growth principles are applied to a specific property. This is the case in Austin, Texas' Lamar/Justin Lane TOD, where the City of Austin is currently evaluating development scenarios for a publicly-owned 5.6 acre parcel located within the TOD area. How equity and access is addressed in Smart Growth comes to fore in conversations between the City and affluent, neighborhood residents. This report examines the history of Smart Growth, reviews its implementation in cities across the U.S., and considers how the City of Austin may learn from other cities.

Book excerpt: This book investigates the new urban geographies of “smart” metropolitan regionalism across the Greater Seattle area and examines the relationship between smart growth planning strategies and spaces of work, home, and mobility. The book specifically explores Seattle within the wider space-economy and multi-scaled policy regime of the Puget Sound region as a whole, ‘jumping up’ from questions of city politics to concerns with what the book interprets as the “intercurrence” of city-regional “ordering." These theoretical terms capture the state-progressive effort to promote smarter forms of regional development but also the societal/institutional tensions and outright contradictions that such urban development invariably entails, particularly around problems of social equity. Key organizing themes in the text include: the historical path-dependencies of uneven economic and social development, particularly between Tacoma-Pierce County and Seattle-King County; current patterns of high-wage, medium-wage, and low-wage jobs; the emerging spatial and social structure of recent residential changes, especially with respect to class and race composition; and, finally, transit trends and new urban spaces associated with policy efforts to mitigate highway congestion and car-dependency. Greater Seattle, then, is mapped as a key US urban region inscribed spatially by the uneven search for a more sustainable order. Historically-sensitive, theoretically-informed and empirically topical, this book is of interest to scholars and students at all levels in regional planning, urban geography, political science, sustainability studies, urban sociology and public policy.

Book excerpt: A study was performed comparing the results of two different Smart Growth Scorecards against a land development project, Southlake Town Square, which the Smart Growth Network claims to be Smart Growth. Southlake Town Square was chosen from a list of projects published by the Smart Growth Network entitled "This Is Smart Growth: A List of Featured Communities". The purpose of this study was to determine if Smart Growth Scorecards support what the Smart Growth Network claims to be Smart Growth. The Ten Principles of Smart Growth, published by the Smart Growth Network, served as a measurable set of definitions which cumulatively define Smart Growth. The New Jersey Smart Growth Scorecard for Proposed Developments published by New Jersey Future and the Austin, Texas Smart Growth Criteria Matrix by the City of Austin Transportation, Planning and Design Department were selected from the U.S. Environmental Protection Agency (E.P.A.) website on Smart Growth. This investigation revealed that the two scorecards yielded similar results suggesting that Southlake Town Square failed to score better than 60% of the total possible points on either scorecard. Southlake Town Square failed to produce convincing results when the scorecards were analyzed in terms of the Ten Principles of Smart Growth. Furthermore, significant differences were observed in the measuring techniques of both Smart Growth Scorecards. The results of this study sufficiently conclude that significant inconsistencies exist between what the Smart Growth Network claims to be Smart Growth and what currently available Smart Growth measuring tools, Smart Growth Scorecards, say about a Smart Growth project. Consequently, the contemporary movement called Smart Growth maybe drastically weakened by unsupported claims, a lack of consistent, standardized measuring techniques, and differing definitions of Smart Growth.
