The study develops a model by drawing on such concepts as "the level of interaction" and "the level of e-procurement commitment" and identifies four types of buyer-supplier relationships that can possibly be sought by the Australian local government agencies. It is argued that these relationships are associated with different types of e-procurement implementation activities and benefits which are expressed as a set of propositions. A multiple case study approach was applied to partially validate the model and the propositions. Two Melbourne based city councils participated in this study as case organisations for the purpose of empirical evaluation of the propositions and the model. A majority of the propositions received empirical support and were discussed in light of the model and the broader e-business literature. The findings of this study are useful to theory and practice alike. To theory, development and empirical evaluation of the proposed model represents a genuine contribution to knowledge. The findings can further assist in shaping future directions of e-procurement research within the local government sector context. To practice, the findings provide insights and guidance to the prospective Australian local government agencies that are contemplating possible introduction of e-procurement systems.

All performance criteria (PCs) for end-March 2015 and, based on preliminary information, all PCs for end-June were met. Eight benchmarks were completed, albeit four of them with a delay and two were converted into prior actions for this review. Discussions with creditors have made progress toward a debt operation that would restore fiscal sustainability. In view of the authorities’ performance under the program, their policy commitments for the period ahead, and progress toward a debt operation in line with its stated objectives, the IMF staff recommends the completion of the first review.
