Book excerpt: Assim, esta dissertação examina as relações entre as migrações internacionais e o desenvolvimento económico dos países emissores, bem como as implicações políticas dessas relações, em três momentos: em primeiro lugar, leva-se a cabo uma análise de tipo dedutivo, com base numa revisão crítica da literatura, dos impactes da emigração sobre o desenvolvimento dos países emissores tal como indiciado pelos seus impactes sobre os stocks dos diversos factores de produção (em particular, trabalho e várias formas de capital). Com vista a alcançar este objectivo, é primeiramente sugerido o recurso à “matriz migrações-desenvolvimento” – uma ferramenta analítica que é apresentada com o objectivo de auxiliar a classificação dos diversos efeitos da emigração sobre a capacidade produtiva, de acordo com o momento lógico do processo migratório em que ocorrem e com o factor produtivo afectado. Em segundo lugar, procede-se a uma tentativa de formalização das conclusões procedentes da discussão realizada nos capítulos anteriores com vista à apresentação de um versão preliminar de um modelo geral “migraçõesdesenvolvimento”. Finalmente, apresenta-se uma recensão de algumas das políticas mais comuns e/ou interessantes que têm vindo a ser adoptadas com o objectivo de maximizar os benefícios e minimizar os custos associados ao nexo migrações-desenvolvimento. O objectivo último deste trabalho consiste, assim, em reexaminar os contributos da literatura “migrações-desenvolvimento” a partir de uma perspectiva especificamente macroeconómica, de modo a contribuir para uma melhor compreensão de um dos mais cruciais e controversos aspectos da globalização.

The widespread use of the concept of soft power is sometimes grossly misused as a synonym for anything other than military force. While the concept is one of the most popular and influential in progressive foreign policy circles and is noted for being the ability of a country to convince others that its cause is the best, without having to resort to economic or military threats, the your ability to accurately describe the world we live in needs repair lenses. The power of example, the power of attraction through culture or, in other words, the ability of a country to attract others because of its culture and political values in its foreign policy, that is, soft power, is something that emerges in partly because of government and partly in spite of governments. To have soft power, you need to be connected, and the interaction, management and dissemination of assets can be seen as exercises in soft power action. This book seeks to detail in examples how the concept of “soft power” encompasses and problematizes the multiplicity of themes on the contemporary international agenda, focusing on one of its least discussed elements: the universe of international cultural heritage and the relationship between actors and society, preservationist actions in the globalized world. While cultural heritage embodies different values and can serve different economic, social and political objectives in development contexts, the past becomes a cultural currency when it becomes essential to the human experience.

Book excerpt: This book adopts the proposition that it is possible to the customs to be sources of contractual obligations. To support that premise, it was necessary to seek jurisprudential (arbitration and litigation) and comparative basis. Even more, due to contract law internationalization, customary international sources should be subject of domestic treatment, as they provide contractual obligations as well as they work as contractual interpretation tool. However, one can´t neglect the need to control the customary content. In detailed terms, then, we can say that the role reserved for the custom as contractual law rules source has always been residual in Brazilian law. Accompanying the modern European experience, doctrine and Brazilian legislation emphasize the secondary, when not merely interpretive, role of the contractual custom. In turn, Brazilian case law wasn´t able to give general treatment to contractual custom. Moreover, the process of reducing distances and cultural, social and economic approximation, usually called globalization, influenced the contracts through the incorporation of a number of solutions brought from the international trade practice. Although they might be justified by the age-old principle of freedom, somehow these international "uses" insinuate themselves into Brazil to the point of requiring that the Brazilian Courts themselves to give them treatment and shelter. On one side, if you deny the existence of a creative normative role in contractual custom by another, albeit indirect, is recognized not only their existence but the possibility of foreign origin. This paradoxical treatment reflects, to some extent, another consequence: the Brazilian contract law is in the process of internationalization. Here, then, a new confrontation is announced: a broad creative freedom (a tributary of the so-called Lex mercatoria) and the foreign act incorporation control (public policy). Unlike before, however, no simplistic answer would be feasible, particularly because of the complexity of contemporary and regulatory Brazilian contract law.

Challenging the first assumptions of internationalization of higher education (IHE) as something overwhelmingly positive owing to the way it directly impacts the university activities and their world rankings, it instead takes a critical perspective, acknowledging that this process is associated with a neo-liberal and colonial orientation that focuses on the maintenance of historically sustained hierarchy, oppressive relations that stimulate the production of knowledge, and education as a commodity and not as a factor of social transformation. As such, it challenges recent trends towards an increase in internationalization strategies within higher education that privilege Global-North outgoing mobilities and research collaborations to sustain the position of the educational institutions in the international rankings. From this locus, IHE is seen to evolve not only in the fields of teaching, research, and service of an educational institution but also to boost the world’s social development. The book thus illustrates how IHE should be guided by Critical Applied Linguistics (CAL) and Global South’s principles: applied linguistics, praxis, critical thinking, micro and macro relations, critical social inquiry, critical theory, problematizing givens, self-reflexivity, preferred futures, and heterosis. Comprising chapters that discuss academic, political, and administrative issues arising specifically from the internationalization process of Global-South higher education institutions as well as themes such as critical language education and language policies, it will appeal to faculty, researchers, and scholars with interests in higher education, international and comparative education, and the decolonization of education.

Book excerpt: This book looks at the development of thinking about security in Brazil between 1930 and 2010. In order to do so, it develops a new framework for thinking about intellectual history in Brazil and applies it to the development of knowledge on security in that country. Building on the Gramscian literature on ‘late modernization’ and ‘conservative revolution’ and drawing on the idea of ‘Emotional Theory of Action’ proposed by Brazilian sociologist Jessé Souza, this book sets out to establish an innovative framework with which to analyse the development of ‘thinking about security’ in Brazil in three specific historic contexts. This theoretical framework is then used to argue that one specific discourse of Brazilian identity has been the main source of knowledge production in that country since the 1930s. In doing this, the book offers thought-provoking arguments about the role of intellectuals in Brazil and reassesses the exclusionary ideas embedded in the politics of identity and security. This book not only introduces a novel framework to analyse intellectual production outside the core, it also sheds light on how security has been historically thought of outside the core and will be of interest to students and scholars of International Relations, Critical Security Studies and Latin American Studies.
