Book excerpt: "This qualitative research study is a phenomenological exploration of teachers' understanding of and perceptions about the teacher evaluation process in North Carolina and the use of the North Carolina Educator Evaluation System (NCEES). Twenty-three teachers with varying years of experience and from six schools of varying demographics were interviewed about their knowledge and perceptions of each evaluation standard and were asked to provide examples of how they have used feedback from the evaluation process to inform their professional practices. Overall, participants had a limited understanding of the standards-based portion of the NCEES and of the value-added data component of the NCEES. Teachers received limited feedback from the evaluation process and were generally unable to provide examples of how they have been able to use feedback from the evaluation process to inform their professional practices. Teachers provided insight about the strengths and weaknesses of the NCEES and suggestions for improvement in the evaluation process and in the NCEES. As a result of the findings, implications for future teacher evaluation in North Carolina are discussed."--Abstract from author supplied metadata.

Book excerpt: This dissertation examined the writing strategies and scoring practices of fourth-grade teachers on the North Carolina Fourth Grade Writing Assessment and local, county-wide writing assessments by collecting data from 13 elementary schools in a rural school system (p. 4) in western North Carolina. -- Qualitative and quantitative data were collected. Inter-rater reliability was used to determine reliability of the fourth-grade teachers' scoring using the N.C. Fourth Grade Writing Assessment Rubric. Qualitative data were collected through the use of two surveys administered to the fourth-grade teachers in the county. Interviews and a focus group were also used to determine effective writing strategies and the use of rubrics. -- Analysis of the data revealed the validity of the scores given at the county level by the classroom teachers using the N.C. Fourth Grade Writing Assessment Rubric. Analysis of the data collected by the fourth-grade teachers through the surveys, interviews, and focus group revealed common writing-instruction strategies throughout the county and the impact self-efficacy played in writing instruction and the use of rubrics.

Book excerpt: "Student teachers are evaluated based on a number of criteria at the University of North Carolina at Greensboro (UNCG). Among these criteria are the evidence portfolios, the Candidate Disposition Assessment Process (CDAP), and the Teacher Growth and Assessment for Pre-Service Profile (TGAP) instruments. These instruments attempt to measure teacher skills and attitudes at various points throughout a student teacher's progress leading up to graduation. Structural equation modeling was used first to compare the appropriateness of five confirmatory factor analysis models when the data is fit to each of them. Next, the most appropriate model was used to explore the quality of the items. Differences were examined between teacher candidate evaluators in cases where multiple raters exist. Finally, a differential item functioning (DIF) analysis will compare the way items were interpreted by the evaluators of elementary teacher candidates and middle secondary teacher candidates by the use of a multiple indicator-multiple cause model. The six-factor correlated model best represented the data from the assessment system of teacher candidates at the UNCG. Details of the model showed good evidence for the reliability of all six factors, however further data needs to be collected and preserved in order to draw conclusions about the instruments capacity to distinguish accurately teacher candidates whose abilities in at least one of the six areas being measured would put them near the cut score. Evidence was found of high inter-rater reliability between the supervising teacher and the on-site teacher evaluator for scores on the CDAP instrument, however differences were found between these raters for the TGAP instrument. In the demonstration of DIF detection, a few items were flagged as potentially being interpreted as significant differences in ratings between secondary/middle evaluators and elementary evaluators."--Abstract from author supplied metadata.

Most of the initial efforts were designed to promote greater accountability. They were characterized by research-based performance standards, sophisticated classroom observation procedures, and extensive training. Supporters of this trend have argued that accountability-based evaluation diminishes in value as teachers gain experience and expertise. Book excerpt: The work presented in this case study results from a study conducted in 2012-2014 examining a newly created teacher evaluation system to determine the inter-rater reliability of the classroom observation instrument. The teacher evaluation system was the result of a partnership between the school district and the university in the same city designed to improve district operation, teacher quality, and student performance through various avenues of research and development. It was through this partnership that we gained entrée into the district to complete the research presented here. The system-wide professor-in-residence developed the teacher evaluation system and its various tools. The teacher evaluation system was field-tested, and the instruments, including the classroom observation instrument, went through content validity; however, this study was the first to assess the instruments reliability. The study included 41 principals and assistant principals who were asked to complete ratings on four videotaped classroom lessons from teachers within the district. Four videos were chosen based on several criteria, including subject matter, grade level, and teacher quality level. The data gathered enabled an assessment of inter-rater reliability and also enabled the investigation into various calculation methods to determine inter-rater reliability and their effectiveness in an educational context. This case study outlines one method to deal with what is a common occurrence in educational research; namely, investigating the effectiveness of an instrument after the instrument is in use. The challenges in designing studies post hoc are highlighted and various aspects of conducting research with educational leaders are discussed.
