Book excerpt: Innovation, "the process by which firms master and get into practice product designs and manufacturing processes that are new to them," is vital for companies wishing to remain competitive in today's rapidly changing high technology industries. American and Japanese firms are among the world's most technologically innovative and competitive. However, the changing dynamics of global competition are forcing them to rethink their technological innovation strategies. The choices they make will have great impact on their futures as companies as well as on the livelihoods of their employees and the communities in which they operate. In order to understand the ways in which Japanese and American companies are changing their technological innovation strategies and practices, the Committee on Japan of the National Research Council and the Committee on Advanced Technology and the International Environment (Committee 149) of the Japan Society for the Promotion of Science (JSPS) organized a bilateral task force composed of leading representatives from industry and academia to assess developments in corporate innovation strategies and report on their findings. Through a workshop discussion of the issues and subsequent interaction, the task force explored the institutional division of innovation in both countries: the structure and performance of technology-based industries, the role of the government in the support of science and technology, and the role of universities in the science and technology system. The task force was particularly interested in exploring the points on which the two systems are converging,-i.e., becoming more similar in strategy and practice-and where they continue to be distinct and different. Although a comprehensive study of these trends in U.S. and Japanese innovation was not easily feasible, the task force was able to develop several conclusions based on its workshop discussion and follow-up interactions that were substantial in time and content. This report identifies a set of issues whose further elucidation should be helpful in guiding public policy in both nations. These issues include the role of external sourcing of innovation, transnational activity and globalization, the organization and performance of R&D, and the role of consortia, joint ventures and other joint activities. A call for greater international efforts to collect and analyze data on these important trends is the central recommendation of the task force.

Book excerpt: Despite the competitive nature of the Japanese market, a large number of foreign companies are successful in terms of profits, innovation and reverse technology. In fact, some are so successful that their profit levels in Japan exceed those elsewhere. It is an unfounded myth that the Japanese market is unprofitable for foreign companies. Foreign companies succeed in part by utilizing Japanese CEOs, a high degree of autonomy, and individual creative resources; they fail because of a lack of understanding of the intensity of competition and demanding customers in the Japanese market. A comprehensive, empirical study of a large number of foreign companies doing business in Japan show that the majority of these firms classify themselves as successful. Only six percent were failures. The companies that are successful display an ability to use their own resources to create new technologies and new products and then transfer them back to the parent company. Findings from the study suggest that there are a number of inadequacies in the existing theories of MNEs and FDIs. Practical conclusions are offered to foreign companies who plan to invest in Japan, as well as to foreign and Japanese policymakers who seek to boost FDI in Japan.

Book excerpt: The rise of the Japanese multinational company (JMNC) marked, from the 1980s onwards, an historic change in the structure and in the dynamics of the international economy. For the first time, businesses from a non-Western nation established a competitive global presence, and they did so by bringing their advanced products and management systems to the developed economies of Europe and North America. In the last 30 years, our interpretations of JMNCs have undergone a series of revisions. Korean firms followed JMNCs in the 1990s and the Chinese likewise in the 2000s. A seeming decline in JMNC competitiveness and developments in the structure of the international economy challenged a business model of parental company direction, control and capabilities. Both trends asked questions about how Japanese subsidiaries should operate in global production chains increasingly reliant on contracting out and off-shoring, and how JMNCs might engage more in strategic cooperation and empower subsidiary decision-making. The contributors to this volume consider a wide range of relevant issues: they demonstrate the long-term evolution of JMNCs; they compare the experience of JMNCs with firms from the other two major Asia Pacific economies, Korea and China; they evaluate the applicability of established foreign direct investment (FDI) theory to MNCs from Japan and the Asia Pacific; and they reflect on the internal organization of JMNCs at the global, national and subnational level. We find that firms sequentially enter businesses where they have a stronger competitive advantage over locals and core businesses first in order to reduce the hazard of failure. The learning from early entry enables firms to launch a further entry into an area of less strong competitive advantage. The overall evidence in this paper suggests that firms are building capabilities to operate overseas through sequential entry.
